As we go through this presentation, the first chapters come from our regular data collection so are a little bit heavier. The later chapters focus more on special research and are shorter. The three final chapters focus on workplace safety. Many of the graphics and tables that you’ll see in this presentation are simplified versions of ones that appear in the annual report. 8 What is an Economic Downturn?
Chapter 1: Wyoming Added Jobs in Late 2017 ES What is an Economic Downturn? A period of at least two consecutive quarters with over-the-year decreases in total employment (number of jobs) and total wages. Two periods of economic downturn in the last 10 years: Previous downturn: 2009Q1-2010Q1 Most recent downturn: 2015Q2-2016Q4 Research & Planning has defined an economic downturn as a period of at least two consecutive quarters of over-the-year loss of jobs and total wages. In the last decade, there have been two periods of economic downturn: the previous downturn, from 2009Q1-2010Q1, and the most recent downturn, from 2015Q2-2016Q4. Wyoming’s previous economic downturn lasted 5 quarters (2009Q1-2010Q1). In Wyoming in particular, the downturn was heavily influenced by the collapse of coal bed methane. The previous downturn began during the national Great Recession, as other states were losing jobs as well. By comparison, the most recent economic downturn lasted at least 7 quarters (2015Q2-2016Q4) and was influenced by the decline in oil and gas prices and a huge decrease in the demand for coal. During the previous downturn, most surrounding states and the U.S. as a whole entered the Great Recession before Wyoming began losing jobs and wages. Other states continued to lose jobs, so unemployed Wyoming workers didn’t really have a lot of other places to go to look for work. By comparison, during the most recent downturn, all of Wyoming’s surrounding states experienced job growth. In other words, as Wyoming workers lost jobs, they could move to states such as Colorado and Utah to find work. This image kind of sets the framework for a lot of what you’ll see in the annual report, showing 10 years worth of employment and wage data. Using R&P’s definition, the most recent economic downturn ended at the end of 2016, as total wages began to increase in 2017Q1. However, job losses persisted through 2017Q3. The blue line represents a four-quarter moving average, which is used to show the general trend over time. As you can see, Wyoming’s employment declined at a pretty substantial rate during the most recent downturn, before leveling off at a pretty low level in 2017. Chapter 2: Some Industries Experience Wage, Job Growth in 2017Q3 ES Mining, Quarrying, & Oil & Gas Extraction (NAICS 21) This table shows employment and wage changes for Wyoming’s mining industry from 2016Q3 to 2017Q3. As you can see, mining added more than 1,900 jobs over the year. The table also shows that mining accounted for 7.2% of all jobs in 2017Q3, and 13.6% of all wages. The annual report includes this type of table for several other industries, including construction, manufacturing, and health care & social assistance, among others. Chapter 2: Some Industries Experience Wage, Job Growth in 2017Q3 ES Manufacturing (NAICS 31-33) Manufacturing has been an industry in the news the last couple of years as Wyoming tries to diversify its economy with programs such as ENDOW. Manufacturing added 292 jobs over the year. This industry accounts for a small portion of total employment (3.5%) and wages (4.7%) but it’s an industry that has added jobs and has a relatively high average weekly wage. Chapter 3: Economic Impacts of Growing and Potential Industries on the Wyoming Economy ES What Happens When Jobs Are Added to an Industry? IMPLAN economic impact modeling system helps R&P analysts understand the effects of adding jobs to an industry. Three types of impact: Direct impacts: Result of actual project spending Indirect impacts: Result of business-to-business spending Induced impacts: Result of household spending For chapter three, two of our economists used a program called IMPLAN to determine what happens when 100 jobs are added to an industry. There are three types of impact: Direct, which is the 100 jobs. Indirect, which results from business-to-business spending. Induced, which results from household spending. Direct impacts: A construction manager is hired for the project. Indirect impacts: The construction company purchases lumber from a local supplier. Induced impacts: The construction manager takes his family out to dinner and a movie. For example, if we look at a new construction project, these are the impact if 100 jobs are added: Direct: a construction manager is hired for the project. For this analysis, four industries were chosen as examples: Coal mining (NAICS 2121) - established industry. Wind electric power generation (NAICS ) - emerging industry. Commercial-scale slaughterhouse (animal slaughter except poultry; NAICS ) - potential diversification industry. Limited-service restaurants (NAICS ) - low impact industry. For this study, our analysts picked four types of industries: Coal mining – established industry. Wind electric power generation – emerging industry. Commercial scale slaughterhouse – potential diversification industry. Limited-service restaurants – low impact industry. Figure: Direct, Indirect, and Induced Impacts on Employment when 100 Jobs are Added to Four Selected Industries in Wyoming So what happens when 100 jobs are added to each industry? 1. Very little indirect or induced impact on the low impact industry. 2. For coal mining and wind electric power generation (our established and emerging industries), 100 new jobs resulted in about 200 more indirect induced jobs. 3. For the commercial slaughterhouse (our possible diversification industry), the addition of 100 jobs resulted in more than 500 indirect jobs and 59 induced jobs. Table 3.2 in chapter 3 gives a breakdown of the types of industries those indirect and induced jobs would be found in. Research & Planning, WY DWS. From 2016 to 2017, the number of persons working in Wyoming at any time declined by 12,931 (-3.7%). The numbers of individuals working in Wyoming are based on employers’ quarterly wage and employment reports to the Unemployment Insurance (UI) tax section of the Wyoming Department of Workforce Services; these are referred to as wage records. R&P is able to link the wage records database to other administrative database to identify demographic characteristics of Wyoming’s workforce, such as age and gender. Chapter 5: Demographics of Wyoming’s Workforce ES Persons Working by Gender Figure: Total Persons Working in Wyoming at Any Time by Gender, In 2017, 40.4% of people working in Wyoming were women, while 46.8% were men. The remaining 12.8% were nonresidents, or individuals for whom demographic data could not be identified. These are typically individuals who come to work in Wyoming from another state. Under 20: -35.2% 20-24: -27.3% 45-54: -26.8% 55+: 18.2% The change in and 55+ are largely driven by demographics. Baby boomers moved from the age bracket in 2008 to the 55+ age bracket in 2017. However, this does not account for several variables, such as occupation, hours worked, experience, education, and others. Research & Planning has been tasked by the Wyoming legislature to complete a more comprehensive study on the state’s gender wage gap that will account for these and other variables. Chapter 6: Wyoming’s Unemployment Rate Decreases as Labor Force Shrinks ES Local Area Unemployment Statistics (LAUS) Definitions Labor force: The number of employed plus the number of unemployed individuals. Excludes: Persons under 16 Inmates of institutions Member of the Armed Forces Unemployed: People who don’t have jobs but are currently looking for employment. Counted by place of residence. Unemployment rate: Number of unemployed people divided by the total number of people in the labor force. The data discussed in this chapter are estimates from the Local Area Unemployment Statistics program, or LAUS. Important terms to know are labor force, unemployed, and unemployment rate.
