Ground Rules Please hold all questions until the end of the presentation Submit questions on the provided note cards during the scheduled break The panel will field and attempt to answer all submitted questions If questions cannot be answered today they will be answered later in writing if possible The area of focus today is service contracting in the ESS Directorate The Government does not have knowledge of other requirements outside of ESS. Please limit your questions to ESS actions The Government will not distribute the questions and answers (unless not answered during the event), minutes of the event, or a listing of the attendees/registrants The event will end at 1500 or when questions end, whichever comes first

EVERGREEN Changes Evergreen Transition BPAs and On-Ramps are completed. Updates were made to the following areas: CDRL Report Due Date (15 July) Report Format Provided Award Term Criteria Task Order Performance: Successful CPARS to include no more than one overall Unsatisfactory rating. Actual Performance vs. Proposed Goals: Review of the contractor’s attempts to meet their Small Business goals. Responsiveness: Responsiveness rate of at least 20%. Competitiveness: At least one successful award over the 5 year period. Assessment Meetings After Year 1 Approaching Year 4 QASPs are no longer program wide – each Task Order has a specific QASP for the requirement.

SAM.gov Reminders SAM.gov username and passwords do not work – you will be asked to create a Login.gov user account. All non-Federal entities who create or update their registration in SAM.gov will no longer need to have an approved Entity Administrator notarized letter on file before their registration is activated. Hint: This applies to you if your SAM.gov Purpose of Registration is either Federal Assistance or All Awards. Check SAM.gov to find your Purpose of Registration. All non-Federal entities still must mail the original, signed copy of the notarized letter to the Federal Service Desk. Failure to do so within 30 days of activation may result in the registration no longer being active.

SIN Selections Each TORFQ includes a list of applicable SINs and one SIN is identified as the primary SIN. The requirements office is asked to identify the types of work included in the PWS by reviewing a list of the scope of each SIN, which is coordinated with the Contracting Officer. They are asked to identify the SIN where the preponderance of work will reside. As with anything, if there seems to be a conflict between the scope of the selected SINs’ and the PWS, please immediately notify the Contracting Officer.

Prime & Team Member Sizes
Only Prime BPA holders maintain their size for the 5 year BPA period. Team Members’ sizes are based upon their size at the time of submission of the quotation for a specific effort. Teams should ensure all of their Team Members are small for set aside efforts.

DOCUMENT ISSUES IDENTIFIED SOLUTIONS RFIs Contractors are not responding to RFIs Contractor response is critical for helping to determine the level of interest and the appropriate path forward for each acquisition. eBuy Contractors not receiving eBuy notifications. Contractors should make sure POCs are kept up to date in eBuy. Contractors having issues loading quotes. Prior to TORFQ closing, alert the Contracting Officer and Contract Specialist immediately of any issues by phone and . Offeror’s Cover Page POC contact information absent. Contractor POCs are needed on the cover page so the Government knows who to contact. TORFQ Contractors are assuming all TORFQ requirements are exactly the same. We attempt to keep as much consistency between procurements as possible but the contractor should read each TORFQ as the KO may make changes to support individual requirement needs.

TORFQ Best Practices/ Lessons Learned
DOCUMENT ISSUES IDENTIFIED SOLUTIONS Quotes/Pricing Quotations are submitted with large amounts of unnecessary information. Do not waste quotation space with marketing “fluff.” Focus on clearly responding to the items required for the TORFQ and evaluation criteria. Repeating language in the PWS is not sufficient to demonstrate an understanding of the requirement. Neither is the use of buzz words without context. The offeror must demonstrate a clear and thoughtful approach to how the requirements will be performed. Offerors are neglecting to price the 6 month extension using the final year’s rates, when applicable. The offeror must also include the rate and number of hours for the addition 6 months extension and the roll up calculation. TORFQ Contractor does not provide relevant examples and/or the examples are not correlated to a specific PWS paragraph. Contractor should ensure examples are relevant to and should identify the appropriate PWS paragraphs for which they are related.

Quote/Risk Mitigation
TORFQ Best Practices/ Lessons Learned DOCUMENT ISSUES IDENTIFIED SOLUTIONS Quotes/Pricing Excel rounding calculations in Quotes are causing evaluation issues. Contractors should round to the second decimal place. Quote/Technical Quotes include experience beyond five years of experience. Contractors should not provide experience not provided within the last 5 years. Quote/Risk Mitigation Quotes do not address all areas of risk mitigation and management. Contractors should ensure all guidelines for risk mitigation and management are addressed in the offeror’s quotes. Labor Mix/BOE Anticipated Labor Mix percentages are IAW TORFQ but the BOE does not include number of personnel for each labor category that correlates with each PWS paragraph. Contractor should include number of personnel for each labor category in BOE. This will assist the evaluators in determining the number of FTEs for each labor category.
