3 The How To Response - Use the FEMA IS-3, IS-301, IS-330, IS-331, US DOE MERRTT, FEMA Radiological Series to include former, FEMA RO (now PEMA RO course) Planning - Must implement NIMS and ICS in your program, Use IS-331 (REP Ex Intro) FEMA/DOE T-t-T only course accepted in PA for Radiological Trainers, with Education Methodology – We have a Radiological Instructor Circular State are pushing the feds for cross-endorsement for radiological training programs Need courses on the State & Local Government Coordination & Preparedness Office (SLGCP), Office of Domestic Preparedness SLGCP Course Approved list or the Approved Federal Course Compendium if not already on them.

9 Corrective Actions Contacted most agencies and offered pre-purchase advice from Bureau of Radiation Protection (BRP) Identified intended purpose/use to recommend most suited instrument type. ANSI standards 9/03 still potential impact on purchase

Development of statewide “Detection” contract to include radiological instrumentation Notified numerous vendors the process to be included in statewide contract.

Bureau of Radiation Protection has offered and provided training upon request 14 counties, 3 state agencies to date Advised all organizations purchasing equipment to include calibration costs. BRP will issue policy soon extending most hand-held radiological instruments calibrations to two years.

13 State Radiological Issues Encountered by the States
All-Radiological Hazard Training? HSEEP parallel guidance (REP?) Management & Specialist mods? NIMS, NRP, ICS-300 & 400? DOE “Hospital” Corridor Training –REAC/TS /FEMA G-346, packaged for all attendees, but not tailored for all attendees. REP-5, REP-21, REP-22 Use – No funding, who and where does it apply? No All-Radiological Hazard Training available – As a stand alone DHS/ODP HSEEP Volumes 1-4 for Terrorism – Where’s DOE or DHS/FEMA’s parallel guidance? No Management or Specialist Modules available – Money is for first responders but not technical follow-on elements NIMS & NRP, ICS-300 & ICS-400 not addressed in current course material – Revision, Revisions… DOE doesn’t deliver “Hospital” Training to non-corridor states, PA paid for 4 REAC/TS mobile course & 3 Radiological Risk Communication Courses out of State funds REAC/TS provides mobile training but same problems as FEMA G-346, packaged for all attendees, but not tailored for all attendees. REP-5 - Guidance for Developing State, Tribal, and Local Radiological Response Planning & Preparedness for Transportation Accidents – No real FEMA or DOE/OCWRM Emphasis yet ODP funds set aside for Radiological Equipment but nothing has passed.
