6 Carl Moyer Program (CMP)
Partnership between CARB and local air districts A voluntary state-funded program that aims to achieve surplus emissions reductions from diesel equipment that’s not yet regulated California Air Resources Board (CARB) has program oversight The program is jointly administered by CARB and local air districts Since 1998 – Over $216 million towards projects Funding Sources CMP Funding and MSIF (AB 923) DMV registration fees, tire fees, and smog check fees Year 19 CMP Funding Cycle Approximately $10 million available for eligible CMP projects Year 19 funding cycle opened October 2017 with revised guidelines Applications are currently being accepted on a first-come, first-served basis until all funding has been allocated BAAQMD Grant Funding Opportunities

11 Carl Moyer Program Project Types
Vehicle replacements: The replacement of an older, dirtier vehicle with a newer, emission-certified vehicle Repower of existing equipment (engine repower): The replacement of an existing engine with a newer emission-certified engine Equipment conversions: The replacement or modification of the original engine or vehicle to include either a cleaner engine or other system that provides motive power and change in the fuel type used. Infrastructure: The installation of alternative fuel and charging infrastructure to support equipment BAAQMD Grant Funding Opportunities

12 Carl Moyer Program Project Requirements
Funds can only be granted for projects that are not subject to or have at least 1 to 3 years before regulatory compliance deadline Projects must meet the funding parameters or cost- effectiveness formula based on usage, engine horsepower, model year and project life Equipment must be used at least 75% of the time in the Bay Area (eligible trucks may be allowed lower Bay Area percentage) Old equipment must be destroyed (except retrofit and repower projects) Can co-fund with HVIP, CEC, and other grant programs Document compliance with CARB’s Truck and Bus Regulation, Drayage Truck Regulation, or other on-road regulations BAAQMD Grant Funding Opportunities

13 Carl Moyer On-road Basic Requirements
Fleet Size Fleets of 1-10 vehicles: Replacement vehicles with a 2013 model year or newer engine certified to a PM emission standard of g/bhp-hr and a NOx standard level of 0.2 g/bhp-hr or lower Fleets of 10 or more vehicles: Must purchase optional low NOx or zero-emission equipment Participant Requirements Private fleets and public agencies with an existing diesel engine manufactured in 2009 or earlier (Equipment with a 2010 baseline engine that is being replaced by a Low-NOx or cleaner engine may be considered on a case-by-case basis) GVWR of 14,001 or greater Operate at least 30% of the time in the Bay Area and 75% of the time in CA Owned by participant, operational, and registered in CA Registered and insured for the past 24 months Submit usage documentation of annual miles traveled in CA for the previous 24 months (no fuel usage) BAAQMD Grant Funding Opportunities

14 Carl Moyer On-road Funding Caps
State Funding Caps for On-Road Projects Fleets of 1-10 vehicles over 14,000 lbs. GVWR cannot exceed 80% of the equipment cost and fleets of 10 or more over 14,000 lbs. GVWR cannot exceed 50% of the equipment cost (except emergency vehicles) Heavy-duty trucks and buses, school buses, transit vehicles, drayage trucks, solid waste collection vehicles, public agency and utility vehicles, and emergency vehicles BAAQMD Grant Funding Opportunities

15 Carl Moyer Program Funding for Public Agencies and Utilities
State Funding Caps for Public Agencies & Utilities Co-Funding Eligible projects can be co-funded with other incentive programs up to 100% the total eligible project for pubic agencies. Operate within the Air District’s boundaries Equipment must be 25 hp or greater Complete project 3 years before compliance deadline Document two years of ownership & usage, and regulatory compliance Replace with new or used equipment that meets the cleanest California emission standards (Tier 4 Final) Replacement equipment must perform the same work as the old equipment Old equipment must be destroyed at time of project completion BAAQMD Grant Funding Opportunities

Infrastructure installation in support of eligible equipment Equipment + infrastructure projects only Eligible infrastructure projects include battery charging stations and alternative fueling stations Eligible costs include the cost of design and engineering, equipment, installation directly related to the construction of the station, meter/data loggers, and on-site power generation systems that fuels or powers covered sources (i.e. solar and wind power generation equipment) Infrastructure Funding Percentage of Eligible Cost Infrastructure Projects 50% All Projects 60% Publicly Accessible Projects 65% Projects with Solar/Wind Power Systems 75% Publicly Accessible Projects with Solar/Wind Power Systems BAAQMD Grant Funding Opportunities
