In the ITO, we do not generate projects or develop master plans. We specifically respond to a customer need and deliver a product, be it construction, renovation, conversion, or repair. Our close partnerships with Ministries – Construction and Housing, Electricity, Oil, Water Resources – and with our Iraqi contractors that perform the work, result in teaching, mentoring, and capacity building. It’s all about people, individuals and teams – our own and those of the Iraqi people. We look for the right people and invest the time and energy required to set the conditions for individual and team success. And as we all know, the end game is help Iraqi people to help themselves - building capacity that results in a relief in place : Our capacity-building focus, at both Ministerial and Provincial levels is – construction quality, project management, infrastructure planning and sustainment, Iraqi budget execution, and employment of Iraqi talent. LTPA vs BEST VALUE The Contracting Officer and Project Management team determines the basis for evaluation Lowest Price Technically Acceptable (LTPA) The Lowest Price Technically Acceptable approach is appropriate when best value is expected to result from the selection of the technically acceptable proposal with the lowest evaluated price Tradeoffs are not permitted and no additional credit is given for exceeding acceptability. However, proposals are evaluated to determine whether they meet the acceptability levels established in the solicitation for each evaluation factor. Best Value The Best Value approach is appropriate when it may be in the best interests of the Government to consider award to other than lowest priced offeror or other than the highest technically rated offeror. Best Value gives the Government the ability to award to a higher rated, higher priced offeror, as long as the superior technical approach and/or lower risk and/or superior past performance of the higher priced offeror outweighs the cost difference Our core competency is construction – we build stuff. In the ITO, we do not generate projects or develop master plans. We specifically respond to a customer need and deliver a product, be it construction, renovation, conversion, or repair.
