Our current drug interdiction and deterrent strategies – which are concentrated in communities of color and responsible for the vast majority of incarceration -- adversely affect the health of communities, including: increased violence (Mosher, J.F. and K.L. Yanagisako, 1991; Haden, 2004) higher rates of HIV and other blood borne disease (Haden, 2004). contributes to existing social and economic inequalities, disrupts social networks, undermines sources of social and financial support, impedes education; and contributes to homelessness and poverty All factors associated with poor health outcomes (Hathaway, 2001; London and Myers, 2006).
