Success of the 2011 Population and Housing Census (35 per cent of the population enumerated electronically);
Growing access to the internet;
Availability of public administration e-services.

System functionality
Preparation for the survey consists of:
Preparation of the administrative data and metadata;
Sampling (3 methods);
Updating the e-questionnaire (the first time e- questionnaires were prepared by outside company);
Informing respondents about being selected for participation in the survey.

5. System functionality (cont.)
Processes of data collection:
Authentication (when respondents fill in the questionnaire themselves);
Filling in of the questionnaire (including household composition, contact info);
Pre-filling of the questionnaire with administrative data (from the Population Register, State Social Insurance Fund Board data & Statistical Business Register).

Options for data processing:
Data editing, imputation is done with SAS;
Possibility to export the database to MICRO- STRATEGY for initial analysis.

Management and control of fieldwork:
The status of questionnaire is visible at the system (i.e. selected, submitted);
Reminders can be sent using the provided contact information;
Timeliness of interviewing is monitored.

8. e-Statistics website for population
Allows respondents to fill-in and submit electronic questionnaires;
Provides information on various subjects;
Available in Lithuanian and English languages.

9. Advantages of web interviewing
Extensive use of administrative data;
Less burden for respondents and interviewers;
Flexibility of filling-in process;
Ability to pause and resume the filling-in process;
Online help is available;
Information boxes for certain questions;
Additional logical controls during the filling-in.

10. Disadvantages of web interviewing
Compatibility with browsers;
Dependence on internet connection;
Patience is needed for filling-in (for large households).
