All too often, response and recovery priorities are at odds
with resilience strategies.
Do we incorporate resilience into response and recovery planning?
Does recovery place us back where we started rather than moving us forward?

Establish your network – who are the players?
Use local context, even with template plans: what is your “local” context?
Incorporate resilience strategies into response planning (the short term).

Start with a simple strategy (multi-year plan with specific goals).
Remain flexible to add, change and delete projects as needed.
