2 1. Lincoln’s Ten Percent Plan
Announced this plan in 1863. Not very harsh 1. 10% of voters take an oath to the Union. 2. The state must form a new government/Constitution 3. Must ban slavery

3 2. Lincoln’s Assassination
April 14, 1865 Ford’s Theater in Washington DC John Wilkes Booth shot Lincoln who died a few hours later. Booth died a few days later south of Washington. Plot Andrew Johnson takes over

4 3. Johnson’s Plan Even Easier on the South!
Citizens can rejoin by swearing oath (Even Confederate leaders) Outlaw slavery and pass the 13th Amendment All but Texas did this immediately

5 4. The Civil War Amendments
13th- (1865) Ended Slavery 14th- (1868) Granted full citizenship to all people born in the United States. 15th- (1868) Voting rights for African American men.

6 5. Reconstruction under Grant and Hayes
Congress had thrown out Johnson’s plan and set up 5 military districts. Only Tennessee was let in because they ratified the 14th Amendment too. By 1870 all states were readmitted. Reconstruction ended under Grant and Hayes. Jim Crow Laws and Black Codes emerged and the freedmen were soon stripped of most of their rights.

7 6. Failure of Reconstruction
In 1877 Hayes announced the end of Reconstruction. S. Leaders were to decide Civil Rights issues. ’s African American faced legal segregation and violence in the South. The Southern Economy quickly rebounded after the war.
