1 What was wrong with the Articles of Confederation?
Why did they fail? Put Constitutional Fixes w.s. in basket and grab a book.

2 The Constitutional Convention
What will I learn today? I can identify issues that divided the delegates at the Constitutional Convention. I can explain the compromises that settled these disputes.

4 Can you say compromise? Large States Small States
Wanted representation in the national Congress to be based on population. Large states would have more representation, therefore more power than small states. Wanted representation in the national Congress to be equal among the states. Small states would have equal power to large states.

5 Dispute #2 Slave States (south) Free States (north) Wanted slaves to count as part of a states population to determine representation. This would increase the number of representatives and power of slave states. Did not want slaves to count as part of a state’s population. Argued that slaves did not have legal rights, therefore were not citizens of the state.

6 Dispute #3 Federalists Anti-Federalists
Feared the nation would fall apart under the Articles. Wanted a strong national government to stabilize the nation and allow it to prosper. State governments must defer power to the national government. Feared the tyranny of a strong national government. Supported the limited government that was set up under the Articles. Believed state governments were better suited to ensure the rights of citizens

7 Constitutional Compromises
The Connecticut Compromise Delegates agreed on a bicameral Congress, one segment with equal representation for States, and the other with representation proportionate to the States’ populations. The Three-Fifths Compromise The Framers decided to count a slave as three-fifths of a person when determining the population of a State. The Bill of Rights Ten Amendments added to the Constitution that listed the basic rights of American citizens. Anti-federalist felt this was an adequate protection of these rights.
