2 Regeneration of marginalised urban areas in Timisoara
OUR INITIATIVE Regeneration of marginalised urban areas in Timisoara Timisoara has five marginalized urban areas They are small areas inside neighborhoods With over 2000 inhabitants These areas lack investments Often people don’t have access to basic infrastructure like running water, sewage, gas heating, electricity There are no medical, educational, social facilities in these areas

4 Kuncz marginalized area
450 inhabitants 70% roma ethnics In the past the all area was in private property, with a bricks factory and poor roma employees People built houses on the land, without having property papers Today they don’t have property papers for the land and houses and they have problems with identity papers

5 Ronat marginalized area
300 inhabitants 15% roma ethnics Ronat was in the past inhabited by workers coming in Timisoara from all over the country The workers received land from authorities to build houses and the Ronat neighborhood developed over the time Except a small area at the neighborhood's periphery with very poor inhabitants, most of them coming from other counties

6 Polona marginalized area
Over 500 inhabitants Until the nineties there was a factory in the area After the factory was closed many inhabitants couldn't find a new job There are seven apartment blocks with social houses in the area

7 Freidorf marginalized area
Marginalized area with houses and apartment blocks Over 500 inhabitants An old neighborhood, some of the houses were demolished and apartment blocks were built The apartment blocks were occupied mostly by industrial workers, many of whom had difficulties in finding a job There are also poor inhabitants living in run-down houses

8 Fratelia marginalized area
Over 500 inhabitants The inhabitants were poor workers in factories situated near the city of Timisoara They have different ethnic backgrounds with some very traditional roma groups like Gabori roma The traditional roma ethnic groups have earned their daily living by specific economic activities (like spout making, informal comercial activities)

9 POPULATION - major features YOUNG AND ADULTS
Lack of formal education No working skills Never worked legally – they often work on the black market Lack of abilities to acquire and keep a job High concentration of social benefits (minimum guaranteed income, children’s allowances, disability benefits)

High rate of school dropout School failure High rates of children not continuing their studies after the 8th grade In traditional roma families girls quit school after the fourth grade Children often in the care of one parent or of a relative (other parent/parents gone abroad for economical reasons) Parents/caretakers don’t have abilities and knowledge to support their children in school asignements

CITIZENS INVOLVEMENT In the present Population in the marginalised areas tends to be socially isolated Inhabitants are not involved in consultative structures, like neighbourhood consultative councils

14 WHAT INTERVENTIONS PEOPLE BASED INTERVENTIONS
Provision of integrated services (a mix of socio-medical, socio-educational, job market mediation and social services) for inhabitants Interventions to promote increased participation in education Interventions to promote increased participation on the job market

15 WHAT INTERVENTIONS Capacity building – involvement of local stakeholders and inhabitants in designing and implementing the interventions What we done so far: Supported the Local Initiative Group for roma citizens: Provided them a place to meet Involvement of the community expert for roma population (our employee) Created the Local Action Group for roma citizens. The Local Action Plan for roma citizens integration was approved by the local council Created the Local Comitee for Children approved by the local council What we want to do further: Create small consultative structures involving both interested stakeholders and citizens to adress different issues in marginalised areas

HOW FUNDING A combination of: European Funds (ERDF) for infrastructure EEA and Norway grants for infrastructure and services Local budget for integrated services

18 RESULTS At least 2000 inhabitants from five marginalised urban areas will have a higher life quality five modernised buildings, one per area, for provision of integrated services two green areas three small sports grounds one play ground one modernised road and street eleven services provided to inhabitants at least 550 inhabitanst will receive services (like day care services for children, counselling for families and children, job market mediation, socio-medical services)
