Standard: With a minimum of 80% accuracy, learners must demonstrate proficiency with processing applicable Accounts Payable documents while adhering to system procedures while maintaining Separation of Duties (SOD) Safety Requirement: In a training environment, leaders must perform a risk assessment in accordance with DA PAM , Risk Management. Leaders will complete a DD Form 2977 RISK MANAGEMENT WORKSHEET during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the work/rest cycles and water replacement guidelines IAW TRADOC Regulation Risk Assessment Level: Low. Environmental Considerations: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to FM Environmental Considerations and GTA ENVIRONMENTAL-RELATED RISK ASSESSMENT. Evaluation: At the end of this week, you will be assessed on your understanding of this task. What is Spending Chain? Spending Chain involves the end-to-end Requisition to Pay process that includes: Managing and applying material and Vendor Master Data. Generating and maintaining purchase requisitions (PRs) and purchase orders (POs). Receiving and posting goods receipts (GRs). There are several PR document types; however, there are three primary PR doc types that will be discussed in this course for manually entering a PR in GFEBS. The Spending Chain process consists of several sub-processes: Acquisitions and Accounts Payable will be the two sub-processes covered during this lesson. Includes all the steps necessary to purchase goods and services. Create/Change Purchase Requisition (PR) Purchase Requisition Approval Create/Change Purchase Order Carry Out Goods Receipt Create/Change Funds Commitment Document Create/Change Funds Pre-Commitment Document In addition it includes recording proprietary and budgetary ledger entries for: Commitments (PRs) Obligations (POs/Funds Commitment documents) Receiving Reports and Acceptances (GR/acceptance) Show Slide #6: Acquisitions Facilitator Note: Read and facilitate discussion below. 1. Create/Change Purchase Requisition (PR) Create a PR for goods or services that results in a commitment of funds. 2. Purchase Requisition Approval The workflow approval process for PRs. After a PR is approved, its status is changed from “Blocked” to “unblocked” so it will go to the contract writing system (SPS). 3. Create/Change Purchase Order Create, process, and change obligations. 4. Carry Out Goods Receipt Receive and accept goods or services and match a GR and an acceptance document to a PO. 5. Create/Change Funds Commitment Document Create a simultaneous commitment and obligation in GFEBS using a funds commitment document and make changes to an obligation, both manually and through an interface. 6. Create/Change Funds Pre-Commitment Document In GFEBS, a Funds Pre-Commitment is a method to administratively reserve funds not tied to a specific PR. It is used to record a line of accounting (LOA). Typically used to commit funds for the Government Purchase Card Program. Interfaces with AccessOnline (ACOL) and the Funds control Module (FCM). 6

7 Accounts Payable Process
During this process, contractual and miscellaneous payment invoices and payments are processed. The activities associated with this sub-process are: Post Invoice Process payments for automatic and manual (MIRO) invoices. Payment Program Process payments for open invoices to vendors. After an invoice is received, recorded, and matched, payments are scheduled and disbursed to the vendors according to the Prompt Payment Act. 9 Types of Invoices Two types of Invoices:
Contractual consist of two key transactions MIRO and MIR4 Miscellaneous Pay Miscellaneous Pay (subject to PPA) Miscellaneous Pay (Not subject to PPA) Two ways invoices are processed: Interfaced (Automated) invoices external to GFEBS primarily with IRAPTS (Formally known as Wide Area Work Flow) Manual invoices are entered manually. An invoice is a commercial document issued by a seller to a buyer relating to a sale transaction and indicating the products, quantities, and agreed prices for products or services the seller has provided. The FMY1 and FMZ1 were discussed in a previous lesson. 9

This process is automatically done in the Wide Area Workflow (WAWF) when the environment allows. Otherwise, it will be a manual input by the goods receipt processor, typically at the unit level. - There are 3 common movement types within this process; MT 101 accept / receive same day MT 103 receive today, accept on different day. Instructor Note: Review the PE (1Ø minutes) Facilitator’s Note: Goods have been received, not necessarily accepted. The Goods Receipt Processor (Slide 3) will process the goods in GFEBS at this time. Facilitator Note: As defined by FAR 2.101, a Receiving Report is written evidence that indicates Government Acceptance of supplies delivered or services rendered. A complete receiving report (usually a DD Form 250) indicates that a port, shed, warehouse, or shipping terminal operator acknowledged the receipt of items listed under customary or specified contract terms and conditions. It is the responsibility of the CVS team to ensure Goods Receipt documentation is properly researched prior to input in GFEBS to avoid duplicates or overpayments. Invoices may be processed in GFEBS before the “Goods Receipt” transaction but they will be saved as “Blocked for Payment” and will remain “Blocked” until the “Goods Receipt” is processed and the Invoice is “Un-Blocked”.
