Child Abuse: A National Crisis
1500 – 4000 children die annually in the US of abuse or neglect It is the #1 cause of death between 6mo and 2 years of age About 28,000 are disabled every year More that a 100,000 are seriously injured There are over 1,000,000 substantiated reports of abuse and neglect in the US each year In 2000 –27 children died of abuse and neglect in KY 11/10/2018

When to report… Any reason to believe…call CBS (1-800-752-6200).
If in doubt…talk it over. If child is in imminent danger…call police! 11/10/2018

When NOT to report… Child improperly dressed
Child provided nutritious food irregularly Hygiene that does not affect well being Lifestyle issues Walking child with bruises on knees Spanking age appropriately without marks Reports with insufficient information 11/10/2018

Where to report… Local CBS Law enforcement
Prosecutors (District Attorney) Child Abuse Hotline ( ) 11/10/2018

Who must report… Anyone who has reasonable cause to believe a child is being abused in any way!!! 11/10/2018

Penalty for failure to report…
KRS (1) states: Any person intentionally violating the provisions of this chapter shall be guilty of a Class B misdemeanor. 90 days in jail and/or up to $250 fine 11/10/2018

What CBS needs to know… What happened and when?
How did you view the situation? Where is the child? Name and address of caretaker/parent? Have you been involved with family? Any attempts to work with family? How did family respond to your help? 11/10/2018

ESSENTIAL information needed…
Child’s identity. The person responsible for abuse if known. Nature and extent of abuse. Name and address of reporter, IF you choose. Where child can be found. (See attached checklist) 11/10/2018

Confidentiality: The name of the person making the report is confidential with exceptions outlined in KRS (4). Usually only if the case goes to court, and you are subpoena. 11/10/2018

Characters of an abusive person…
Poor self-control Fear of authority Strict and obsessive Hostile or aggressive Undue fear of spoiling child Lack of skills to meet own emotional needs Belief of harsh physical punishment Uses violence as means of communication Emotionally depends on spouse to the point he/she will not intervene 11/10/2018

Indicators of abuse, neglect, and dependency:
Physical indicators: things you see in the child’s appearance Behavioral indicators: the way the child behaves Environmental indicators: social, cultural, of family circumstances known to correlate with various kinds of abuse or neglect 11/10/2018

Examples of NEGLECT: Lack of proper supervision
Failure to see child attends school Denial of necessities of life (food, water, clothing) Denial of medical treatment Abandonment, malnutrition, failure to thrive 11/10/2018

Examples of PHYSICAL ABUSE:
Hitting, kicking, biting Harmful restraint (choking) Beating (excessive blows) Use of weapon or instrument Action resulting in substantial risk of injury or death 11/10/2018

Genital exposure Fondling Masturbation of child victim Penetration of vagina or anus 11/10/2018

Examples of DEPENDENCY:
Parent physically ill or injured Result of natural disaster Timid, easily frightened Craves attention Continue to affirm love for abusing parent Language delay Difficulty in school Sporadic temper tantrums Attachment to strangers Assumes role of parent 11/10/2018

Munchausen Syndrome Illness in a child that is faked or produced by parent or acting parent Presentation of the child for medical assessment and care usually persistently often resulting in multiple medical procedures Denial of knowledge by the perpetrator as to the etiology of the child’s illness Acute signs and symptoms of the child abate when the child is separate from the perpetrator 11/10/2018

How to deal with a crying baby
Check for sickness Change his diaper Give him a pacifier Give him a bottle Feed her slowly; Burp her often Try holding her in different positions Hold her against your chest and walk; Rock the baby gently Take him for a car or stroller ride Put on soft music; Sing to the baby 11/10/2018

What if the baby continues to cry after all those things?

What to do… Wrap the baby in a blanket and lay him on his back in the crib. Make sure he is safe and leave the room. Go to another area and calm down Take a time out. Take some deep breaths. Call a friend or your parents for support or to see if she can relieve you for awhile. 11/10/2018

What should you do? Understand it is normal to feel frustrated by a crying baby. Make sure the baby is safe and leave the room if you cannot control your frustration. Call for help if you need it. Tell others about the dangers of shaking a baby. NEVER shake a baby for ANY reason. 11/10/2018
