3 1. purpose Presentation and briefing to the Select Committee on Education and Recreation on the process and status of reviewing the DAC 1996 White Paper on Arts, Culture and Heritage and its impact on the sector. 2

BACKGROUND The Department of Arts and Culture (DAC) initiated a comprehensive process of reviewing the White Paper of Drawing on the National Development Plan (NDP), the White Paper process has sought to develop a policy framework that would help reposition the Arts, Culture and Heritage (ACH) sector to realise its full potential for job creation and sustainable livelihoods pursuant to the department’s mandate of social cohesion and nation-building. The main emphasis of the White Paper review was placed on assessing weaknesses inherent in the White Paper of 1996 by evaluating the extent to which its provisions align with the priorities and programme interventions of the DAC, the policy orientation of national government and the impact on all programme interventions and outcomes. On 4 November 2015 the Hon Minister appointed a 9 person Reference Panel to revise the 1996 White Paper: Prof A Oliphant, Dr S Fikeni, Prof M Nkondo, Ms A Joffe, Father S Mkhatshwa, Dr A Beukes, Mr T Kgoroge, Ms L Mashile & Ms T Goso On 26 & 27 November 2015 a National Arts, Culture and Heritage Indaba was held at the Cedarwoods Hotel in Woodmead.

5 2. Background cont. The Panel’s terms of reference is to:
examine policy shortcomings that resulted from the implementation of programmes by assessing the impact of DAC interventions on programme outcomes. assess stakeholder perceptions, based on underlying comprehensions of programme activities against current policy. assess the alignment of policy provisions, institutions and structures with the goal of social cohesion and nation-building. compile an interim report, documenting the lessons learned and highlighting weaknesses, challenges and possible best practices. use the findings of the review, including consultations with stakeholders, to develop a revised White Paper on Arts and Culture. provide overall recommendations on the future role of entities within the DAC and beneficiary organisations, and suggest priority policy interventions.

6 3. ORIGINALPROJECT PLAN AND TIMEFRAMES
In February the following Working Plan, was adopted: First Provisional Draft for Internal Discussion: End of March 2016; Subsector Public Consultations: April 2016; Revised Draft based on public input: End of May 2016; Draft to be circulated for public comment: June 2016; Revisions based on public comment: July 2016; Final Draft presented to the Minister: End July 2016. On 27 February 2016 an Inception Report was discussed, revised and adopted outlining: The scope and recommendations of the 1996 White Paper; Identifying obstacles to transformative policy implementation; Identifying new trends in cultural policy; Proposing the Methodology and Process.

7 4. STATUS OF THE WHITE PAPER PROCESS TO DATE
Multiple subsector public consultations were held in Eastern Cape, Limpopo, Gauteng, Mpumalanga, Northern Cape, Western Cape, North West, Free State and KwaZulu-Natal from April until 6 June 2016. Consultations with the Government Departments of Basic Education, Higher Education and Science and technology were held. Consultations were held with National Agencies and Institutions as well as Provincial Arts, Culture and Heritage Departments. The need for an integrated, national, provincial and local system emerged from these processes. The First Draft was completed in August 2016. Second Draft was completed in November 2016 and table at the National Indaba on 17&18 November 2016. Deadline for written submissions/inputs on the Indaba, 15/12/2016, extended to end of Jan 2017. Third Draft was finalised mid February 2017. Commencement of the Socio-Economic Impact Assessment study 7

OVERVIEW OF THE REVISED WHITE PAPER The draft material included: content framework; background and scope; objectives; values; vision and principles; policy proposals for the ACH Subsectors: Performing Arts, Visual Arts and Craft: Heritage: Museums, Monuments and Sites, Archives, Place Names & Heraldry; Events and Technical Skills, Community ACH; Language, Literature and Publishing, Libraries and Information Services; Creative industries; Education and Training; Status and Rights of ACH Practitioners; New Institutional Structures; AKS (African Knowledge Systems); Interdepartmental Cooperation; Diplomacy and International Cooperation; New Public and Private Sector Funding Models; Intergovernmental Cooperation; Policy Implementation; Monitoring and Evaluation; Core Roles and Functions of the National Department.

1. NAME CHANGE: DEPARTMENT OF ARTS, CULTURE AND HERITAGE 2. NATIONAL ARTS, CULTURE, AND AUDIO-VSUAL COUNCIL Includes Arts, Culture, Film and New Media Proposed that the NAC and NFVF have one governance structure but two different management structures Proposed that the name for the NFVF changes to South African Audio-Visual Council 3. NATIONAL HERITAGE COUNCIL Includes with Museums/Monuments/ Archives / Place Names/ Heraldry/Libraries 4. NATIONAL LITERATURE, BOOK AND PUBLISHING DEVELOPMENT COUNCIL Includes with Publishers/Trade/ Print/ Paper/ Writers/Editors/Translators 5. The abolition of Advisory Panels with Council Members formulating Council Policies and Evaluation of Projects 6. Advising on International Cooperation and Exchange

Institutions and consolidations Arts, Culture, Heritage and Film Observatory Training Centre for Events & Technical Services Restructure the Pan SALB for Development and Monitoring Institute for Indigenous Knowledge Systems in partnership with the Departments of Science & Technology, and Education Cluster and consolidated National Museums in KwaZulu-Natal, Free State and Eastern Cape Propose a National System of Literature Museums

12 7. IMPACT ON THE SECTOR Updated policy designed to address current challenges Eliminates fragmentation and duplication. Addresses the shortcomings in existing policy More streamlined and integrated ACH dispensation Promotes greater efficiency Enhances intergovernmental and international cooperation Aligned to Social Cohesion and Nation Building Correlates with the National Development Plan Foregrounds African Knowledge and Culture in a diverse poly-epistemic and inclusive framework Enhances access for marginalised urban, peri-urbun and rural communities Combine the inherent value and economic values of the sector Supports events management and technical skills development Stresses the critical importance of education and training Proposed innovative and flexible funding models Upholds the rights of ACH practitioners Emphasises effective implementation and regular monitoring and evaluation

DAC and the reference panel agreed that the South African Cultural Observatory (SACO) which is part of MGE of DAC, conduct the Socio-Economic Impact Assessment (s) study of the revised white paper on arts, culture and heritage Submission of SEIA’s inception proposal end of March 2017 Commencement of SEIA’s study: 15 April to end July 2017 Submission of the Initial Impact Assessment Report too Reference Panel/DAC:18 August 2017 Final SEIA’s report submission with inputs from reference panel: 31 August 2017 public comments on SEIA’s report and submission of the final report to reference panel end of September 2017 12

14 8. THE PROCESS GOING FORWARD
Submission to Presidency (DPM&E), mid October 2017, final report from DPM&E to DAC and reference panel and submission to Cabinet mid Nov 2017 This above is dependent on the positive report from DPME and the issuing of an Approval Certificate Once a broad statement of policy is finalised by the department, the White Paper will be submitted to Cabinet. After this process, the document will be submitted to Parliament for Parliamentary processes
