2 Types of Local Government
The Constitution gives powers to the federal and state governments, but not to local ones (counties, cities, and towns); they are created by the state and only have powers the state gives them. Mayor West

County is the oldest form of government in U.S. Teachers, police officers, and librarians work for local governments Most counties governed by group of people called a board Steve Nodine County Commissioner

5 Special Districts Serves people in an urban area
Usually provides a single service Can serve one community or cover parts or all of several communities

Powers are set by the state

7 Mayor-Council Plan Mayor is executive and council is legislative
35% of cities use this In weak-mayor plan, council has legislative and executive power and chooses mayor from members Strong-mayor plan is like President and Congress Sam Jones Mayor of Mobile

8 Council-Manager Plan Run government like a business
Council runs for office without political ties Hires city manager who makes ordinances and hires people who work for the city

9 The Commission Plan Started in Galveston after 1900 hurricane
Voters choose commissioners who make ordinances together No single leader to control budget and make the departments work together Commissioner Gordon
