4 Growth and Retention Mini Soccer How will we get there?
We will (actions) Responsibility Start Cost Mini Soccer Work with West Riding CFA to develop new U7 and U8 monthly league to be held at a central venue (The Leeds Football Centre). We will encourage member clubs to start an U8’s team to enter into monthly league. We will work alongside CFA to encourage new young leaders to volunteer and referee at each festival. League Committee WGFDO Feb 16 £100 per festival We will support and encourage member clubs to start an U7’s or U8’s team to enter into monthly league by working alongside CFA to signpost clubs to CFA initiatives such a ‘Join Our Club’. Jun 16 None Invite CFA staff and guest speakers to league meetings to deliver development workshops based on new CFA initiatives ie Tesco skills team for 5-11 years. League will support promotion of CFA initiatives join our club, Mash up, premier league funding for sport, be inspired fund. Encourage young leaders to attend CFA football futures camp. Engage schools to enter teams into a WRGFL/ WRCFA football roadshow festival aimed at Harrogate schools to attend, Mini Football in the morning and Junior in the afternoon. Information can be to all players attending. Sep 16 Possible cost of medals Encourage clubs to engage in joint training sessions with Harrogate Town Ladies FC – This will help breakdown the barriers between Harrogate Town and grassroots football. Invite Harrogate Town Ladies FC Director to be a guest speaker at Girls League meetings. Mar 16

League Committee WGFDO Jan 14 None League and County FA to actively promote League in schools, sixth forms and colleges – Produce a league guide to make schools aware of the football provision outside of school. Create strong link with West Riding County Women's league to enable U17’s/U18's teams to progress easily in to Women's Football. Arrange to meetings between with Women's League and Clubs that are due to progress to Adult football. Distribute County Women’s League guide to all clubs making the transition between junior and adult football. Mar 14 Investigate possibility of monthly 7 aside event for U17 & U18 girls aimed at girls who will quit the 11 aside game after U16's. This will run parallel to the 11 aside leagues some players will compete in both. We must look to retain girls who just want to keep playing on a lesser basis, which will always provide a route back to 11 aside or Open Age at a later date. Sept 14

To continue to promote all aspects of the respect programme to all our teams across the league Hold club support/ RESPECT briefings for clubs with support from the RESPECT officers and the WRCFA development Team Equality and Safeguarding Children policies and procedures West Riding Girls Football League currently use FA Standard Policies of Equality and Safeguarding Children Maintain implementation of Equality and Safeguarding Children polices. We will (actions) Responsibility Start Cost 100% Charter Standard We will support all clubs in the League to achieve the award. This will involve the CSL Coordinators working closely with the WRCFA Development Team to ensure support, guidance and access to the necessary Coach Education courses & workshops that are a necessity for the award. The League will signpost individual clubs to the WRCFA Development Team in order for them to receive guidance with the application process. CSL Coordinators / Youth League Welfare Officer WRCFA Development Team to ensure a comprehensive Coach Education and support programme is available to enable clubs to meet CS requirements. Jun 16 None Respect The League to nominate RESPECT officers, who will take the lead on all aspects of the RESPECT codes and deal initially with RESPECT issues.  RESPECT officers and members of the Committee will continue to attend matches on a regular basis to monitor both good and bad practice CSL Coordinators/Youth League Welfare Officer/RESPECT officers to work closely with County Welfare and Referee Development Officer to implement the Respect programme. We will (actions) Responsibility Start Cost Youth League Welfare Officer The League will maintain the role of a fully qualified League Welfare Officer and ensure that he/she is a full member of the league committee, with Welfare being a compulsory agenda item at League Meetings  The League Welfare Officer will share good practice with the Club Welfare Officers around behaviour, codes of conduct etc. Youth League Welfare Officer / League Secretary / County Welfare Officer Sep 15 None The League Welfare Officer will liaise with the County Welfare Officer to deliver appropriate updates and training to Club Welfare Officers, and make sure that all Club Welfare Officers access the WOW and Safeguarding Children workshops. These will be delivered by the WRCFA periodically throughout the year, and they will be advertised directly to the clubs. Jun 16 The League Welfare Officer will ensure that any complaints regarding behaviour are dealt with in a professional manner and in line with current policies and procedures.

Currently runs 5v5, mini Soccer, and Youth Female 7v7 League to continue to deliver small sided formats of football to help sustain age groups and player progression. Size of divisions not to exceed 12 teams League does not exceed divisions of more than 12 teams. League to continue to not exceed divisions of 12 teams. No league tables at U7,U8, U10’s, U11’s and U12’s age groups League currently does not run league tables at U7, U8’s and U9’s age groups. League continue to implement youth review changes. Encouraging the provision of flexible format festivals League currently provides and supports 5v5, Mini-Soccer, 7v7 and 9v9 formats League to continue to provide flexible formats of football to league member clubs. Coach Education Programme The League will, in conjunction with the WRCFA, offer Coaches and Managers dedicated access to a full and comprehensive Coach Education package. Managers and coaches will also have access to the FA YAM, transition between formats, Long Term Player Development & How to run teams workshops.  The league will also continue to provide courses to support clubs to fulfil their charter Standard club obligations and achieve their annual health check WRCFA Development team

Workforce Development recruiting and supporting a skilled and diverse football workforce Charter Standard League Criteria Current position Target for the period of the plan Volunteer Charter Standard League Coordinator. Charter Standard League Coordinator in place on the committee – Keith Thompson Maintain position Qualified referees Clubs are encouraged to use qualified referees wherever possible, however the League recognises that this is not always possible. Clubs however must ensure that any person refereeing has undergone a DBS check To work with County referees development team to support clubs / coaches by arranging mini soccer referees workshops for member clubs. To run a female only referees course to encourage girls to referee within the girls league. League Committee There are currently 5 Members on the League Committee. To retain the number of Committee members as a minimum but to encourage club representatives to join the committee

To increase the number of young volunteers within grassroots football via JFL courses on an annual basis and the Football futures Programme. Establish an annual programme of CPD opportunities for all volunteers, clubs, and officials associated with the League

The league will actively encourage young junior football leaders to join the committee. League Committee Sep 16 N one Candidates will be enrolled onto the CFA Football futures Programme Charter Standard League Coordinator s/ WRCFA FDO The League will run 1 x Level 1 CCF course each year to enable Charter Standard Clubs to maintain the requirement of a Level 1 coach per team Charter Standard League Coordinators/ WRCFA FDO TBC The League will provide access for coaches to the Youth Award (Module 1) through the CFA Coach Education Programme Charter Standard League Coordinators/ WRCFA FDO Set 16 The League will run a Safeguarding Children Workshop each year to enable Club Welfare Officers and club coaches to undertake the training

The will be delivered following the end of each playing season through the WRCFA in service CPD programme The League will run 1 x Working With Teams Workshop providing ideas on how to run teams, including work around team talks, team philosophy and formations The first Weekend of the Season will be run as a CPD workshop. Workshops will be lead by FA and League staff to educate Managers and coaches for the coming season. This will be registered as a CPD event and members of the FA LCC will gain hours for attending Sept 17

21 County Football Association Support
The following table identifies the support package to be agreed between the H&DJGFL and WRCFA based on delivering the identified aims, objectives and targets of the league and the County Football Association. Women's & Girls Football Development Officer / Senior Football Development Officer Jun 16 None Raising Standards Addressing Behaviour County Welfare / Referee Development Officer will work with the League and its clubs to ensure understanding and compliance with the Respect programme. Support will be given to access resources, spectator barriers, develop codes of conduct etc. FDO will work with the clubs to achieve 100% Charter Standard requirement. The WRCFA will ensure that the Coach Education programme it offers will be administered by qualified tutors and the courses meet the required quality standards FDO will work with League Secretary to formalise the League competition structure in line with FA YDR changes. This will include the introduction of trophy events, Futsal and central venue formats.
