1 Active Cumbria Hosting Arrangements with Cumbria County Council and Emerging Opportunities

2 Purpose Overview of Active Cumbria staffing structure
Outline hosting arrangements and links with other Service Teams Wellbeing System and links with Public Health The purpose of this short update is to: Provide you with an overview of our current staffing structure as we‘ve had some recent changes in roles. Outline our current hosting arrangements and who we are now working with at CCC. And finally. I want to bring you up to speed with a concept which is being developed to establish a Wellbeing System for Cumbria and share with you some of the emerging opportunities.

3 Staffing Structure As you know Active Cumbria is led by a strategic Partnership Steering Group supported by a core team of 11 professional staff. Richard Johnston manages a team of 5 officers dealing with operational matters and events. I currently manage a team of 4 Officers and deal with all areas of development. There is one vacant position. [Clarify roles by name and what they do] We are also making some changes to our Steering Group – introducing new representatives and also looking to make a number of independent appointments by December to strengthen our Governance arrangements for Sport England.

4 Hosting Arrangements Hosted by Cumbria County Council since 1999
Children’s Services ( July 2012) Adult and Local Services (July 2012 – April 2014) Health and Care Services (April 2014 to present) Adult Social Care Cumbria Care Health and Wellbeing Services It is hard to think that Active Cumbria has been hosted by Cumbria County Council since it was established back in 1999. In July 2012 we transferred from Children’s Services into Adult and Local Services. As part of major restructuring within the County Council, we moved again in April this year into the Health and Care Services Directorate. The Health and Care Services Directorate comprises of three services: Adult Social Care Cumbria Care Health and Wellbeing Services

5 Health & Wellbeing Service
Comprising of 3 service teams: Active Cumbria Public Health CAST (Cumbria Advice & Support Team) Led by Colin Cox (Assistant Director for Health and Wellbeing AND Director of Public Health) The Health and Wellbeing Service comprises of 3 service teams: Active Cumbria Public Health CAST (Cumbria Advice and Support Team) The Service is lead by Colin Cox – taking on two roles: Assistant Director for the Health and Wellbeing Service And also the statutory function of Director of Public Health For those who don’t know Colin, he was previously at Manchester City Council as their Assistant Director of Public Health. He also was their Commissioner for Physical Activity. He very much recognises the importance of sport and physical activity and sees the work of Active Cumbria and our partners as key to deliver on the Health prevention agenda.

6 Wellbeing System Early Days, but:
Focusing resources of 3 service teams to create and support a Wellbeing System Aim of system: To prevent people developing Long Term Conditions (LTCs) Achieved by: Addressing the health behaviours that are known risk factors for the development of LTCs; smoking, excess alcohol consumption, physical inactivity, poor diet (leading to overweight and obesity) and poor mental health. Acceptance that addressing physical inactivity will be a key element in the new system. Although it is early days Colin is looking to focus the resources of each service team to create and support a Wellbeing System for Cumbria. The aim of the system will be to prevent people developing Long Term Conditions . This will be achieved by addressing the health behaviours that are known risk factors for the development of such LTCs such as: Smoking Excess alcohol consumption Physical inactivity Poor diet – leading to overweight and obesity And poor mental health Since physical inactivity is the 4th most likely cause for mortality we know that addressing physical inactivity as a prevention measure is going to be key element of this new system. Early indications could see Active Cumbria becoming a Commissioner for Physical Activity as well as being commissioned to deliver on interventions with local delivery partners being sub-contracted to do the work! Having Physical Inactivity now recognised as being a top tier priority within Public Health is fantastic for our sector!! Its also great to see PHE launching its new Physical Activity Framework for consultation in the last couple of weeks.

7 Wellbeing System Universal Support – accessible to all residents of Cumbria Targeted Support – delivering a brief intervention and signposting to targeted support Target Wellbeing Support – dedicated lifestyle and wellbeing support services Specialist Support – dedicated lifestyle and wellbeing support services Although this is still emerging it is likely that the system will comprise of a tiered level of support. Firstly, we’ll see Universal Support which will be accessible to all residents. It will include a digital programme of lifestyle and wellbeing support such as website provision, use of so-me, health apps, etc. We’ll also see a strong focus on developing our PAD and roll out of the Workplace Challenge to help improve access to leisure programmes. Secondly, the targeted support focuses on initial 1:1 advice and support that is offered to those at entry point to the system. ‘Life Champions’, CAST and Primary Care Communities will be crucial to help deliver brief interventions and help to signpost to other targeted support. Thirdly, the use of Health Checks, appointment of ‘Life Coaches’ and the development of a network of Wellbeing Hubs will help to provide dedicated and flexible Targeted Wellbeing Support for groups and individuals. The final tier will see Special Support being provided through services like community weight management programmes and Exercise on Referral.
