1 Engineers and Architects Making a Difference Around the Globe
U. S. NAVY CIVIL ENGINEER CORPS Engineers and Architects Making a Difference Around the Globe Revised: JUL17

2 Agenda Civil Engineer Corps (CEC) Benefits of the Navy
Who we are What we do Who we support Where we are Career Progression Benefits of the Navy Collegiate Opportunities Accessions Process Civilian and Reserve Jobs CEC makes up 2% of ALL Navy officers – our size helps foster a more family-like atmosphere. Degree of separation between all CEC officers is very small. RECRUITER TALKING POINT – The takeaway from this brief is that it provides a general background of what a collegiate should expect out of service in the U.S. Navy’s Civil Engineer Corps

3 Who We Are Naval Officers Engineering Professionals
Tactical Professionals Leaders Engineering Professionals Licensed PEs and RAs Continuing technical education Business Professionals Contracting authority Business education Engineering Professional Naval Officer Business Professional RECRUITER TALKING POINT – Takeaway here is CEC officers are triple threat professionals making us uniquely versatile and valued by the public and private sectors.

4 Who We Are Naval Facilities Engineering Command
Handles all facilities management (public works & new construction) responsibilities for every Navy & Marine Corps bases 21,600 employees Engineers, Architects, and Contract Specialists 1,300 +/-CEC Officers (2% of all Naval officers) $15 billion in annual business 100 locations worldwide Naval Mobile Construction Battalion 600 enlisted and officer personnel in self-sufficient land-based units Expeditionary construction support for military and humanitarian operations Projects include housing, roads, airstrips, bridges, schools, clinics, and wells RECRUITER TALKING POINT – Takeaway here is that almost all jobs in the CEC fall into either NAVFAC or NMCB categories. NAVFAC is the bread and butter of what we do and constitutes most of our career, but NMCB is also considered a core competency of ours and a crucial part of what we bring to the Navy.

5 What We Do Facilities Management (60%) Expeditionary (26%)
Base operations, planning and maintenance Construction, contracting and real estate Utilities and environmental Expeditionary (26%) Contingency engineering Humanitarian assistance Disaster relief Staff/Joint (14%) Instructor and aide Inter-service/agency Accessions and detailer RECRUITER TALKING POINT – Takeaway here is that our main CEC focus/job area is in Facilities management, that is the contracting, execution, construction management, and oversight of all Navy and Marine Corps shore installations and infrastructure. Secondary to this is service in the expeditionary or Seabee fields. It should be stressed that we will all have the opportunity to serve in an expeditionary capacity but that the majority of us will spend the bulk of our careers in the Facilities Management field. Lastly, we serve in staff/joint roles across the DoD acting as staff civil engineers on major COCOM and JTF staffs.

6 What We Do Facilities Management
Base Operations, Planning and Maintenance Interface with customers on base and manage all client requests Cradle to grave project management with emphasis on project scope preparation Development and implementation of maintenance action plans Manage base transportation department Construction, Contracting and Real Estate Project management of construction contracts Contracting officer’s technical representative Acquisition and zoning of land Utilities and Environmental Development, implementation and compliance of environmental policy Operation and sustainment of base utility network RECRUITER TALKING POINT – Specifically in regards to the Facilities Management field, these are the types of services/jobs we execute.

7 What We Do Facilities Management
Description of pictures clockwise from top left: - Camp Pendleton Naval Hospital under construction Pier reconstruction in Norfolk: new concrete deck after piles were replaced and upgraded utilities (power/waste/water) fuel farm in Point Loma. Point Loma handles all the fuel the military uses in southern California (32nd St, Coronado, Miramar, Camp Pendleton, etc). Original farm has not been renovated for approx 40 years previous to this project. Holds several hundred million gallons of fuel. Approx 1million cubic yards of soil were reclaimed and given back to the local area. sniper training range on Camp Pendleton. Huge environmental issues that had to be addressed through design. We moved over 2million cubic yard of dirt to make this. Middle pic: headquarters facility for a major command on Camp Pendleton

8 What We Do Expeditionary
Seabees Navy’s deployable construction force Worldwide deployments in support of contingency construction, disaster relief and humanitarian assistance Junior officers lead Seabees in the execution of projects all over the world Individual Augmentee Volunteer to support contingency contracting in Djibouti Professional Exchange Program Assigned to expeditionary units of the Air Force, Army and Marines for 2 years Learn how they operate to enhance joint operations RECRUITER TALKING POINT – Big takeaway here is this is what we do in the Seabees, this is our “Sea Tour” where we deploy overseas. We 9 times out of 10 don’t deploy on ships. We are also a big part of the Marine Corps MAGTF/MEF support force as far as expeditionary construction and base camp construction is concerned.

9 What We Do Seabee Capabilities
Construct/maintain camps Improve beaches Bridge/road/airfield construction/repair Water well drilling Convoy Operations Vertical construction Asphalt Paving Underwater construction/repair RECRUITER TALKING POINT – These are the major skill sets that we provide in the Seabees. A CEC officers role is to manage squads, platoons, and companies of Seabees in executing these missions (synonymous with DIVO/DEPT Head in the Fleet)

10 What We Do Expeditionary

11 What We Do Staff/Joint Instructor Accessions and Detailing
Providing initial and follow-on training to CEC officers and NAVFAC civilians all over the world Accessions and Detailing Finding the best and brightest Assisting with career development Executive Assistant Coordinating the schedule and travel of high ranking officers and civilians Inter-Service/Agency Support Pentagon State Department Plans and policy RECRUITER TALKING POINT – These are the types of jobs we do outside of the traditional Facilities Management/Expeditionary career paths. This can be as diverse as serving at Camp David and the Whitehouse, serving on Joint Staffs as a staff civil engineer, to serving on Naval Special Warfare groups and teams as the staff civil engineer to doing what we do as accessions officers.

12 Who We Support The Warfighter
Our job… - is to make sure our Sailors and Marines have adequate facilities to train, work and live out of in order for them to properly carry out their mission. - support humanitarian missions

13 Where We Are Job Locations
RECRUITER TALKING POINT – Wherever there is a Navy or Marine Corps Installation in the world, there is at least one CEC officer there. We cover down on a very large AOR….the world. We have world-wide billets and are world-wide deployable.

18 Benefits: Life After the Navy
CEC Officers are heavily recruited for Leadership experience Managerial skills Communication Problem Solving Professional qualifications (PE/RA, MS, Contracting) Navy CEC jobs directly relate to civilian jobs Management of city, university, airport, and corporate facilities/offices Disaster response Law enforcement and federal employment Executive positions in the construction industry and others RECRUITER TALKING POINT – We are heavily recruited after our Navy careers, regardless if we get out after 4 or after 20. Civilian firms appreciate and seek out our military bearing, training, and organizational structure abilities. We are one of the few Staff Corps communities which can seamlessly transition into civilian construction and engineering industries.

19 Collegiate Opportunities CEC Collegiate Program
Paid while you complete your degree Commitment Officer Candidate School and Civil Engineer Corps Officer School (CECOS) 4 years of active-duty service, plus 4 years Inactive Reserve Salary Earn an average of $3,938/month (E-3 pay plus housing allowance based on locality) for up to 2 years before graduation Full medical/dental insurance, ID card, military discounts Duties while still in college Maintain 2.7 or better GPA and complete a PT test twice a year Adhere to the UCMJ and conduct yourself in a manner befitting a naval officer No uniforms, haircuts, classes, or drill RECRUITER TALKING POINT – This is why we are a very attractive option. We pay college students to go to school and do not require the drills and classes associated with a NROTC scholarship. We do not pay tuition and fees but rather provide a living wage, housing allowance, health insurance, on base access privileges, as well as all other benefits associated with enlisting in the Navy. Students come in as an E3 but can advance if they refer a candidate that gets selected. We only ask that students maintain good grades, stay in shape, don’t do anything that violates the UCMJ and are good representatives of the U.S. Navy.
