The registration of the responsibility of vital events such as: births, marriages, deaths and divorces are the Ministery of justice, through the civil registry office and Civil Registry Offices. However, since the registration of vital events is a multisectoral endeavor there are other actors involved the Ministery of Health, Nacional Institute of Statistics,

Vital events in Mozambique are mandatory and are deadlines for registration. In the case of the birth registration deadline is 120 days and death 48 hours with expansion to 90 days. As can be seen by analyzing the articles, sanctions by the statement after the deadline laid down by Law, embody in allocating the costs of registration to the person who should be responsible for the event declaration.

. Different in nature reasons dictate not register within the period established by Law (120 days), specifically: the distance, cost, lack of knowledge about the importance of registration and cultural factors. In view of this evidence a number of actions have been taken to broaden the base of log data, objectifying ensure greater coverage of civil registration services on the entire country.

OPERACIONAL PLAN 1. Strengthen and improve the coverage of registration of vital events; Activities will be conducted which can be summarized in the recovery and digitization of information and, linked to this activity, intended to be developed a digital system of civil registration data management and vital statistics; expanding coverage not only in terms of increasing the number of registrars and civil registration posts as well as through the use of SMS as a means of notification; and strengthening the capacity of institutions dealing with vital data in terms of personnel and infrastructure including equipment.

2.Promote the integration of databases and generate vital statistics; The information produced is not integrated and the institutions involved, particularly the Ministry of Justice, the Ministry of Health and the National Institute of Statistics operate in isolation. In the case of institutions that deal with vital data is necessary that the information produced is integrated in a database and that in turn would enable generate and disseminate reliable and credible vital statistics.

Reform legislation and sensitize stakeholders on the importance of RCEV; Achieving this objective will be achieved through the review and harmonization of legislation on civil registration and vital statistics as well as inform and educate stakeholders including the public about its importance. The first intervention result that existing laws on civil registration and vital statistics did not include the use of ICT (Information and Communication Technologies) as a means of recording and sharing of data (based on the registration paper) and as such does not provide standards on the regulation.
