The Federal Budget Cycle: The Executive Branch summits the budget to OMB, this reflects the priorities of the president. The President then reviews, revises, and submits the proposal to congress. After this Congress craft the budget and the House/Senate committee takeover (change/alter). This is assisted by CBO to the Congress Budget Office then matches to the future. A hearing is held with OMB. Each committee makes it’s own Budget Resolution (20 categories). Both committee revisions go to the Senate/House to be approved. When Congress is done crafting the budget they then enacts Appropriation Bills. 13 Appropriation Bills are worked on(each are directed at one spending category). Congress reconvenes after summer to work out kinks. The bills go to president for approval (sign/veto). The 4th step is when the Fiscal Year Begins. If the President and Congress don’t agree the the President signs a continuing resolution to keep it in the works. If it’s not reached later then we have the Budget Crisis.

The Founding Fathers had many proposals regarding the way they were going to elect a President They decided on the Electoral College Each state has the same amount of electors as they have representatives (Senate and House of Representatives) in Congress (example: CA has 55) Electors are chosen by political parties in state legislatures In reality, we are electing party electors rather than actual presidential candidates It is a winner take all system= the winner of the state’s popular vote gets all of the state’s electoral votes
