Problem 2: This interpretation is not based on the Maxwell Manual. Correct: According to the Maxwell Manual a probability of 23% means that the policy is unlikely to be implemented and will be killed as a proposal. 27

28. Things to remember… Know your players!
Know the difference between position, power, and priority, and pay attention to your justifications.
Make sure your probability percentage isn’t unreasonable. High percentages mean that it would be very successful and would have already been implemented.
Double check multiplication in Prince Chart and probability calculation.
