Alarmingly High Road Deaths in Africa 3
Africa has the most dangerous roads in the world 26.6 deaths per 100,000 population Rate of deaths per 100,000 population is higher in all African countries than the European Average of 9.3 The rate of death per 100,000 population in selected African countries is more than double the European average of 9.3 Source: ECA analysis using WHO data Road Safety in Africa: Role of Road Funds UNECA.ORG

Unprecedented sustained economic growth in Africa Spurred, partly, by spending in infrastructure, notably construction of roads Close to 17% of budget allocated to Works and Transport Sector in Uganda Implications for road safety Improved quality and coverage of roads could increase road crashes Rapid economic growth is translating into increase in car ownership which increases road conflicts Efforts needed to ensure that gains of economic growth are not undermined by road crashes Africa loses approximately the same amount it invests on roads through accidents (1-3% of GDP) Road Safety in Africa: Role of Road Funds UNECA.ORG

Roadmap for Accelerating the Implementation of the African Road Safety Action Plan ( ) 19 Challenge Action required by African Countries Funding Road Safety activities Advocate inclusion of Road Safety in SDGs Allocate 10% of Road infrastructure funding to Road Safety. 21 Sustainable Development Goals Topical Issues
Road safety is included in 2 of the 17 Sustainable Development Goals and targets Target 3.6 is to halve global deaths and injuries from road traffic crashes by 2020 Target 11.2 is to provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons UN Resolution 70/260 Adopted in April 2016 Request SG to consider possibility of establishing a Road Safety Trust Fund Support implementation on Global Plan for the Decade of Action and RS-related SDGs Road Safety Fund being finalised by the Secretariat of the UN Special Envoy on Road Safety Road Safety in Africa: Role of Road Funds UNECA.ORG

Way Forward 22 Enhance use of Road Funds for Road Safety activities Allocate share of Road Fund to RS Cameroon (2.5 bn since 2013), Ethiopia, Ghana, Guinea Use allocated funds to implement priorities In line with African Road Safety Action Plan SDGs Ensure that African Countries benefit from proposed Road Safety Fund to implement their Road Safety activities.
