CVC-OEI is NOT the Online College
From the CVC-OEI RFA, Section C. Out-of-Scope – Flexible Learning Options for Workers (FLOW) and Fully Online College (Page 8): This OEI/CVC RFA is fiscally and programmatically independent from the Flexible Learning Options for Workers (FLOW) and the Governor’s proposed fully Online Community College. This RFA does not duplicate the proposed need, operation, and goals of the Fully Online College. The focus of this RFA is to extend the offering of online courses and programs at the existing 114 community colleges in California. CVC-OEI is NOT the Online College

Correction: Appendix D and E in posted RFA Response In the posted RFA, the Technology Standards document referenced on page 9 and 11 are included in the RFA package beginning on page C-26. However, the section is mislabeled as part of “Appendix C – Technology Standards, Evaluation Criteria and Best Practices.”

Since this is a joint project between Academic Affairs and Digital Innovation and Infrastructure, information posted about the CVC-OEI RFA will be posted in two locations: ofessionalDevelopment/DistanceEducation.aspx

Question Is the target number of seats for students from other colleges (20) a hard number? Q: Objective seats per course section a hard number Answer Yes, the 20 seats is a hard number with respect to the expectation that students participating in the Course Exchange from colleges other than the teaching college have access to the courses offered in the CVC-OEI.

Question Can we still have our own students fill those [20] slots? Q: Objective 7 - Enrollment in 20 seats per course section Answer The expectation is students from other colleges than the teaching college will fill these seats. In the Fall Term as this standard is implemented and students from other colleges have not filled these seats after a specific date has passed, the teaching colleges may enable their own students to enroll in the course section if it is not yet filled.

Q: Objective 8 – Regional map guidance Answer The RFA does not refer to a specific regional map. The CVC-OEI RFA is intended to serve the entire State of California and all 114 college areas.

Question With respect to the target: “Collaborate with colleges in a user friendly, integrated, web-based presence for communication, support and program activities” Who is the target audience with respect to collaborating with the colleges? Q: Objective 10 – Regional map guidance Answer The target audience is colleges of the CCC System. The CVC-OEI is to enable any student from any CCC college to be able to access, identify, enroll, and complete any course in the Online Course Exchange.

Question With respect to the target: “Outline how district or college will assume full cost of the technology platform if contributions to the CE as per schedule are not met.” Which “technology platform”? Can you clarify the intent of this item (penalty or shift of cost of ownership)? Q: Objective 11 – Regional map guidance Answer “Technology platform” refers to all technology associated with the Course Exchange. This question asks for the applicant’s change management strategy in the event the sustainability of the project encounters fiscal or programmatic barriers.

Four hardcopies of the application including required forms with original signatures (any color ink other than black) Mail or delivered to the California Community College’s Chancellor’s Office, ATTN: Erin Larson Electronic copy (PDF format) of the entire application packet ed to BOTH: Erin Larson and Russell Grant Four (4) hard copies AND the PDF of the application must be received in the Chancellor's Office by 5:00 p.m. PST on Tuesday, May 29, 2018.
