3. What is Community Speedwatch?
The Facts
Community Speed Watch is a scheme to encourage people to reduce speeding traffic though their community.
Volunteers work within their community to raise awareness of the dangers of speeding and poor driving, helping to control the problem locally.
Villages and small towns have a problem with vehicles that fail to reduce speed. On country routes, a 60mph zone may regularly become a 40 or 30mph zone, and in the future 20mph, as it passes through small communities.
Drivers don't reduce their speed until they are well past the speed limit sign. And many only slow down by a small amount - not enough to be within the speed limit.
These drivers risk the safety of local residents and pedestrians - especially children.
Not all hamlets and villages enjoy footpaths and may only provide a single track road.
Despite the controversy, Speedwatch is a compromise between traffic calming and lower speed limits (20mph) and the driver who is cocooned and oblivious to the outside environment and needs of communities.

BCH is the collaboration of Bedfordshire, Cambridgeshire and Hertfordshire Police
Forces to share the workload of back office function within the three forces. StarTraq
provided them with one system across the three forces to share the workload

The Process
Volunteer captures vehicle information at the side of the road on paper.
Volunteer sends paper records to Police
Police employee manually enters details into the EROS system
Letters are sent out to the offenders.
Letters are created manually
Police employee verifies the offences and checks PNC.

7. Proposed StarTraq solution
The New Process
Volunteer captures vehicle information at the side of the road and inputs into a CSV file using any supported program
Police employee loads the CSV into StarTraq Dome.
Volunteer sends the CSV file to the Police
Appropriate letters are printed automatically or repeat offenders are escalated as required
Letters are sent out to the offenders.
Police employee verifies the offences and checks PNC for keeper details and any vehicle markers
Website is available for members of the public
