Definitions Advocacy is the deliberate process of influencing those who make decisions about developing, changing and implementing policies [in CARE’s case: to reduce poverty and achieve social justice] -- CI Advocacy Manual Multiplying Impact is about achieving systemic and sustainable change with and beyond the communities at significant scale through purposeful efforts to identify/develop and promote successful approaches – Report from CI MI workshop Inclusive governance is essentially about addressing power imbalances, strengthening the collective capacities of marginalized citizens to articulate and channel their demands for their rights, and working to ensure public and private institutions and power-holders are more inclusive, responsive and accountable to poor and marginalised people, especially for women and girls – CI Governance Guidance Note November 12, 2018

What makes up MI? Four sometimes interconnected pathways to multiplying impact of successful community level initiatives (CARE’s and/or others) : Replicating and/or scaling-up of successful programs by CARE (and building on the platform of successful programs) Promoting the replication or adaptation by other development organizations, governments and/or the private sector Influencing the policies and practices of governments and corporations (scale up and/or policy change with broad reach) Changing social and cultural norms, beliefs and behaviors November 12, 2018

INITIAL IMPACT Impact study shows strong impact data for women in CARE VSL groups and their families in Rwanda… FUNDRAISING Major new funding from multi-donor basket fund secured for rapid scale up nationwide – target 500,000 women ADVOCATING FOR POLICY CHANGE Lobbying secures inclusion of VSL as preferred approach in Government Financial Inclusion Strategy CONVENING Network of INGOs and NGOs working in financial inclusion formed and chaired by CARE to work towards common standards and coordinated scale-up LINKING AND EXTENDING VSL groups linked to formal financial institutions to extend savings and credit opportunities BROKERING RELATIONSHIPS Deals brokered with private sector banks seeking to expand client base to offer new products appropriate to poor women Pilots set up with private sector solar energy suppliers seeking bottom of pyramid distribution options Pilots set up with telecom providers to test cashless VSL using mobile money RESEARCH Study launched to better understand link between economic empowerment and GBV

Advocacy is also a means to achieve inclusive governance
Domain 1: Empowered citizens Once empowered, by engaging in governance spaces and influencing decisions that affect their lives, citizens are advocating for changes of policies or norms (eg:?) Domain 2: Accountable & Effective Public Authorities and other Power Holders Overlap with the “advocating with Governments or private sector power holders for scaling up approaches or policy change” and “ with the “ changing social norms, beliefs and behaviours” of MI (e.g.: GLAI) Domain 3: Expanded, inclusive & effective spaces for negotiations Work with CSOs from local to global and open spaces for dialogues with governments (eg: AWN work) November 12, 2018

Exploring Advocacy, MI and Governance
Group Exercise: Split into 3 groups around the three “external” ways to MI (30 minutes) What does MI mean for governance? How would our governance work change in order to MI? What would our learning agenda be to generate evidence to multiply impact? How would advocacy be utilized? What are challenges and opportunities? What kind of tools, materials or other guidance is still needed? November 12, 2018
