Expressed Powers Expressed/Delegated Powers: Powers specifically stated in the Constitution. Power to Tax: Power to raise money to finance the government. No government agency can spend money without the approval of Congress. Power to Borrow: Power to borrow money to help pay for the cost of the government. Commerce Power: Brief and broad. Authorized Congress to regulate commerce among foreign nations, among the states and with Indian tribes.

Currency Power: Power to coin money
Bankruptcy Power: Power to establish uniform laws on the subject of bankruptcy. Foreign Relations and War Powers: (Shared with the President) Power to declare war, maintain a military, and make international agreements. Naturalization: Power to establish a uniform system on how people can become United States citizens. Postal Power: Power to establish post offices. Copyrights and Patents: Power to grant copyrights and patents.

Weights and Measures: Power to fix a standard of weights and measures.
Judicial Powers: Power to create all federal courts below the United States Supreme Court. Power to define federal crimes and decide federal punishment.

Implied powers Implied Powers: Not directly stated in the Constitution. Necessary and Proper Clause (“Elastic Clause”): The Power to make all laws that are necessary and proper for carrying out the above powers.
