3 Why is Schedule 84 Consolidating?
Recognition by staff that undue burden was being placed on our industry partners by the requirement to administer contracts with multiple SINs that have the same intent and purpose. Multiple customers have issued concerns with an inability of knowing what SINs to issue order’s against because of scope overlap. As the government continues to move to Category Management, Schedule 84 is “regrouping” Contracting Officer’s workload by category, further exposing the need to consolidate and reduce SINs. As part of the consolidation, Schedule 84 will be re-writing SIN descriptions to include industry terminology for enhanced keyword searches in GSA Advantage! and eLibrary.

4 What is meant by “SIN Consolidation”?
The Schedule 84 team completed a thorough scrub of the current SIN structure and determined that overlap existed in over one-third of the SINs. SIN elimination through consolidation was the most viable option to reduce the overlap and minimize the administrative burden on our industry partners. Current SINs with similar scope that may or may not have the same North American Industry Classification System (NAICS) Code, are being “merged” into a single SIN. For example: 633-1, 633-4, 633-6, 633-6A, , , and all have NAICS These 7 SINs will be consolidated into SIN with SIN Description: Protective Apparel including: Work suits, Waterproof, Chemical and Electrical Safety: Jackets, Coats and Hoods, Gloves, Rainwear, Reflective Clothing, Cold Weather Clothing, Concealment, Camouflage, and Hazardous Material Clothing

5 Category Management & SIN Consolidation
One of the objectives of Category Management is to provide a clear, concise procurement path for the customer. Like products and services being offered under multiple SINs on the same schedule does not help to meet this objective. Through the process of assigning workload by category, it became evident that consolidation would not only be necessary, but easier to complete. The consolidation of SINs helps to provide a total solution to the customer by grouping like products and services into a single category for ease of procurement. After consolidation, Schedule 84 will be divided into 5 categories: Marine, Fire & Rescue, Special Purpose Clothing (SPC), Personnel & Property Protection, and Law Enforcement & Military.

6 Where are we in the process today?
In early February Jaclyn Smyth spent two days in Fort Worth working with Schedule 84 management and the SIN Consolidation team to begin the process of a draft consolidation document. Over the past three months the Consolidation team has worked on further SIN reduction and rewording SIN descriptions to incorporate industry terminology. There are currently 108 SINs on Schedule 84. As currently proposed under consolidation, there would be reduction to 61 SINs in the 5 Categories: Marine – 7 SINs Fire and Rescue – 13 SINs Personnel & Property Protection – 21 SINs Special Purpose Clothing – 8 SINs Law Enforcement and Military – 13 SINs

7 What are the next steps? In upcoming breakout session, the Section Chief from your category will dive deeper into what SINs are being consolidated and will provide either a printout or a presentation of the proposed changes. Ask lots of questions and provide lots of feedback. There will be associates in each session taking notes for follow-up. In the upcoming weeks we will be providing a soft-copy of the proposed changes, with the understanding that updates can continue to be made through recommendations from you, the industry experts. Once all recommendations have been made, the Schedule 84 team will begin the process of requesting a change to the solicitation and ultimately a solicitation refresh will incorporate all approved changes.

8 Contract modifications after consolidation.
Contracts will need to be modified to both add new SINs and delete SINs that no longer exist after consolidation. Each situation is unique and you will need to work with your Contracting Officer to determine the best course of action. While GSA can initiate modification requests for these actions, in order for necessary system notifications to take place, it is in the best interest of both GSA and the contractor to have the contractor initiate the modification request. Again, work with your Contracting Officer to determine what is best for your situation. Consideration will be given to required documents, as the changes taking place should be purely administrative with no addition of new items. New Catalog and Text files will need to be uploaded into SIP for approval after modifications have been completed. Sales reporting for deleted SINs will continue to be available after the contract is modified. We are in the process of getting a clarification of the exact amount of time and will update when we have confirmation from IT.
