Who should LEA staff contact with PQ/ In-Field Questions?
GaDOE and GaPSC encourage LEA teachers and coordinators to work in partnership with local HR offices when asking questions. This helps to ensure that all key stakeholders receive a common response. If a question cannot be resolved at the LEA level, please notify GaDOE staff at This is monitored daily and responses are researched and answered as quickly as possible. Talking Points: Three resources are readily available to all LEAs. All three documents can be found on the Ga Dept of Education website under Federal Programs. More detail in locating this information will be provided in a few minutes. Let’s take a look at each one now. The first that you see on the slide is the PQ Decision Guide – a quick resource that helps LEAs determine where they fall when working with PQ – this is good for any person who needs a helicopter level view of PQ. This resource helps LEAs determine whether or not they have to establish PQ, helps to make LEAs aware of what cannot be waived, to distinguish between PQ and In-field, to address required notifications; and to establish which Ga Dept of Education staff to contact should you have questions. The PQ/ In-Field Implementation Guide is an authoritative document that guides local education agencies (LEAs) in their efforts to implement federal, state and local requirements related to professional qualifications and in-field reporting in Georgia. This document is a living document that is updated as guidance becomes available. The most current version is always available on the GaDOE website. To be “In-Field”, Educators Must Meet GaPSC Requirements OR ONE of the Following Equivalent Requirements Degree - In subject area assigned Coursework - 21 semester hours / 35 quarter hours Content Area Test - Passing score in subject area assigned, (In Georgia the accepted test is the GACE) February 26-28, 2018

ESSA/ IDEA Professional Qualifications, In-Field Reporting and Other Related Reporting are in full effect in FY18. PQ/ In-Field applies to all teachers in Georgia (including non-core, GNETS, gifted and ESOL). Full Special Education Certification is required in Georgia for all Special Education Teachers as of July 20, 2017. *Special Education Teachers issuing grades must have content certification or in-field equivalent in the subject area in which they are assigned. (*This is dependent on LEA PQ requirements.) LEAs should develop professional qualification requirements that take a number of factors into consideration. The HiQ “consultative model” and HiQ “HOUSSE” are not applicable to PQ/ In-field. Staff, guidance, and training resources are available to support LEA implementation of PQ/ In-Field. FY18 GCEL PQ/ In-Field LEA Staff Responsibilities
Superintendent Be aware that PQ requirements impact many district and school positions and must be consistently implemented. Be aware that each LEA in Georgia has its own unique requirements. Waiving certification may impact funding and public reporting. Finance Director Is responsible for ensuring the LEA maximizes the use of Federal and State resources. Be aware of how certification requirements impact funding. This includes funding related to Training and Experience and funding used to support educator preparation and credentialing. HR Is responsible for ensuring that IDEA/ESSA/ GaDOE/LEA requirements for parapros and teachers have been met. Must maintain equivalent qualification documentation to support CPI charter/ SWSS assertions. Be aware of how PQ may impact teacher recruitment and training. Work with Title I Director to ensure documentation of notifications. Data Collections Coordinator Is responsible for ensuring that all CPI data entered accurately reflects job assignments. Is responsible for ensuring that CPI CHW codes are only used for teachers for whom certification is waived. CPI must align with CLIP: District Improvement Plan PQ requirements. Talking Points: In Georgia, a regular education teacher may hold a waiver certificate if allowed under the Professional Qualifications of the LEA, but will be reported as out-of–field. While the GaPSC is authorized to issue Waiver (W) certificates to special education teachers, special education teachers in Georgia who hold a GaPSC Waiver (W) certificate may not meet Georgia Professional Qualification requirements, may be reported as out-of-field and will be reported as holding emergency or provisional certification. In Georgia, a regular education teacher may hold a non-renewable professional (N) certificate if allowed under the Professional Qualifications of the LEA, but will be reported as out-of-field. While the GaPSC is authorized to issue non-renewable professional (N) certificates to special education teachers, special education teachers in Georgia who hold a GaPSC non-renewable professional (N) certificate do not meet Georgia Professional Qualification requirements, will be reported as out-of-field and will be reported as holding emergency or provisional certification. In addition to waivers and non renewable certificates, the GaPSC may also issue Supplemental Induction (SI) certificates. In Georgia, a regular education teacher may hold a Supplemental Induction (SI) certificate if allowed under the Professional Qualifications of the LEA, but will be reported as out-of-field if subject area verification is not available. While the GaPSC is authorized to issue Supplemental Induction (SI) certificates to special education teachers, special education teachers in Georgia who hold a GaPSC Supplemental Induction (SI) certificate may not meet Georgia Professional Qualification requirements, may be reported as out-of-field and may be reported as holding emergency or provisional certification. Special Education Teachers cannot hold a W or N certificate in the fields I just listed – why? If a state elects to issue teachers a waiver or provision/ temporary license, then IDEA must indicate this on their state level application and they may be subject to increased scrutiny. In Georgia, charter division staff and various program staff have been saying for years that certification cannot be waived. This should not be new. February 26-28, 2018

Principals/ Assistant Principals Be aware that each LEA in Georgia has its own unique requirements. May be required to support parapros/ teachers in meeting requirements. Responsible for ensuring hiring and scheduling/ job assignments align with LEA PQ requirements. Notifications are required if a teacher does not meet LEA PQ. Title I Director Is responsible for ensuring that LEA PQ requirements have been submitted in the CLIP: District Improvement Plan Is responsible for ensuring that ESSA requirements have been met for monitoring purposes: qualifications and notifications. May include collaboration with principals and HR. Special Education Director Is responsible for ensuring that IDEA/ ESSA/ GaDOE requirements for special education paraprofessionals and teachers have been met for monitoring purposes: qualifications and notifications. This may impact teacher assignments, recruitment and training. Paraprofessionals Teachers Be aware that additional qualifications may be required by the employing LEA. PQ/ In-Field is based on educator qualifications and job assignment (course/ grade level). Flexibility SpEd Requirements GA Implementation Guidance & Reporting Minimum PQ Requirements So what does it mean for a teacher to be “infield” or “out of field. In Georgia, ‘in-field’ is the assignment of educators to positions for which they have been prepared and certified (in-field) or for which they hold equivalent qualifications. In Georgia, ‘out-of-field’ teachers are those who are not teaching in their field of certification or, for strategic waiver or charter LEAs, the equivalent, in the subject and/ or grade level(s) assigned. Because LEAs and schools may change teacher assignment(s) each year and during the school year, ‘in-field’ is verified at a point-in-time. For the purposes of ESSA reporting, ‘out-of-field’ will be verified on a day at the close of the school year using Certification Records, CPI Cycles 1 and 2, Teacher Course and Student Record reports. As mentioned on the previous slide, ESSA requires states to publicly report the number and percentage of teachers at the school, LEA and state level who are not teaching in the subject or field for which the teacher is certified. GaDOE will use GaPSC in-field rules to determine in-field qualifications. For LEAs that waive content area certification, teachers may demonstrate equivalent in-field qualifications by degree, coursework or content area test as reported in CPI Cycles 1 and If you aren’t infield, you are out of field. Sec. 1111(g)(2)(J), 1112(c)(6) ESSA – Reporting Sec. 1111(h)(1)(c)(ix) The State educational agency/ Local education agency will ensure that all teachers and paraprofessionals working in a program supported with funds under this part meet applicable State certification and licensure requirements, including any requirements for certification obtained through alternative routes to certification Inexperienced teachers, principals, and other school leaders In Georgia, an ‘inexperienced’ teacher is an induction-level teacher with 0-3 (less than four) years of experience. In Georgia, an ‘inexperienced’ leader is a leader with 0-3 (less than four) years of experience. Waiver v Waiver In-Field v In-Field Waiver – GaPSC Certificate Issued by the GaPSC, a waiver certificate (W) can be requested by a LEA for a teacher who does not meet certification requirements, but who is the most qualified candidate for employment. Waiver – GaDOE Approved Charter or Strategic Waiver Application Submitted by a LEA, an approved charter waiver or strategic waiver application allows LEAs to waive the requirement for an educator to hold a certificate issued by the GaPSC. In-Field - GaPSC GaPSC establishes in-field criteria by determining which certification(s) are appropriate for each course. LUAs are responsible for ensuring that educators are assigned only within the field (subject area) and grade level for which teachers have been prepared and certified. In-Field - ESSA In Georgia, in-field for ESSA is based on GaPSC in-field rules, but, in several specific scenarios, GaDOE has different requirements for an in-field determination. Example: GaPSC In-field – Teachers holding a ‘N’ may be in-field if assigned appropriately. ESSA In-field – Teachers holding a ‘N’ are not in-field. February 26-28, 2018

In FY18 LEAs answered three questions: Does the LEA Waive Certification? If Yes, For Which Teachers? If Yes, What are the MINIMUM Qualifications? During monitoring GaDOE staff have been checking to ensure that what was asserted in the DIP is consistent and accurate in practice. LEAs are welcome to revise PQ as needed. In FY19, LEAs will assert PQ requirements for the school year. LEAs should review current practices & requirements to determine if revisions are needed. Talking Points: What do you require? We find that most Title II, Part A Coordinators don’t know. However, the CLIP will require LEAs to be specific? Why? Isn’t enough that we say we waive certification? Not anymore, now you will have to establish a minimum set of professional qualifications and be clear enough so that GaDOE can ensure during monitoring and TA that the LEA hires, assigns and retains staff in accordance with their own guidelines. What happens if a teacher doesn’t meet the requirements? – a notification MUST go out. Title II, Part A will test in the areas of Elementary School, Middle School, High School, Charter, Special Education, ESOL, Gifted, DLI and regular education WHAT DATA DID THEY CHOOSE??? A Clearance Certificate is a certificate issued by the Georgia Professional Standards Commission that verifies that an educator has completed fingerprint and criminal background check requirements. Section 9214(d)(2) of the ESSA amended section 612(a)(14)(C) of the IDEA A person employed as a special education teacher in elementary school, middle school, or secondary school must: have obtained full certification as a special education teacher or abide by charter law not have had special education certification or licensure requirements waived on an emergency, temporary, or provisional basis; AND hold bachelor’s degree Section 1111(g)(2)(J) Section 1112(c)(6) State educational agency will ensure that all teachers and paraprofessionals working in a program supported with funds under this part meet applicable State certification and licensure requirements SBOE Rules , , , Do not allow LEAs to waive certification and require teachers to hold at least a bachelor’s degree Under the Every Student Succeeds Act, state education agencies and local education agencies are charged with the responsibility of ensuring teachers meet applicable state certification requirements. How does this apply to GNETs in LEAs? LEAs hiring and reporting GNETS teachers in CPI must follow the professional qualification requirements annually stated in the LEA’s District Improvement Plan (DIP). How does this apply to GNETs in RESAs? RESAs hiring and reporting GNETS teachers in CPI must follow GaPSC certification requirements under O.C.G.A. LEAs hiring and reporting RESA GNETS teachers in CPI must follow the professional qualification requirements annually stated in the LEA’s District Improvement Plan (DIP). This was intended to be a way to visualize the process for determining PQ in each of Georgia’s 211 FY18 LEAs. Special Education Teachers who hold a ‘N’ Certificate in Special Education are assigned to teach in a field in which they do not meet certificate requirements. These teachers have not demonstrated content experience in Special Education. Teachers who hold a ‘N’ Certificate in any field are assigned to teach in a field in which they do not meet certificate requirements. These teachers have not demonstrated content experience in the field in which they are assigned. W Teachers who hold a ‘W’ Certificate in any field may not have satisfied all GaPSC certification requirements. They may not have demonstrated content experience in the field in which they are assigned. Exceptions: Teachers with two unremediated, unsatisfactory, needs development or ineffective evaluations. What Constitutes Emergency or Provisional Certification for ESSA in Georgia? Talking Points: In Georgia, a regular education teacher may hold a waiver certificate if allowed under the Professional Qualifications of the LEA, but will be reported as out-of–field. While the GaPSC is authorized to issue Waiver (W) certificates to special education teachers, special education teachers in Georgia who hold a GaPSC Waiver (W) certificate may not meet Georgia Professional Qualification requirements, may be reported as out-of-field and will be reported as holding emergency or provisional certification. In Georgia, a regular education teacher may hold a Supplemental Induction (SI) certificate if allowed under the Professional Qualifications of the LEA, but will be reported as out-of-field if subject area verification is not available. While the GaPSC is authorized to issue Supplemental Induction (SI) certificates to special education teachers, special education teachers in Georgia who hold a GaPSC Supplemental Induction (SI) certificate may not meet Georgia Professional Qualification requirements, may be reported as out-of-field and may be reported as holding emergency or provisional certification. Special Education Teachers cannot hold a W or N certificate in the fields I just listed – why? If a state elects to issue teachers a waiver or provision/ temporary license, then IDEA must indicate this on their state level application and they may be subject to increased scrutiny. In Georgia, charter division staff and various program staff have been saying for years that certification cannot be waived. This should not be new. February 26-28, 2018

Are IN1T, IN2T, IN3T, and IN4T certificates considered provisional? Educators who hold IN1T, IN2T, IN3T, and IN4T have met or are actively working to meet GaPSC certification requirements. These certificates are not considered provisional for ESSA In-Field reporting purposes. What if an educator with an IN4T certificate has not yet passed the GACE? If an educator holding an IN4T certificate is actively enrolled in an alternative certification program, the educator is working to meet GaPSC certification requirements. Parents’ Right to Know Must be sent out to parents within 30 days of the start of school notifying them of their right to request information about the professional credentials of their child’s teacher(s) and/ or paraprofessional(s) 20 Day Letter Must be sent out to parents when a student is taught (for four or more consecutive weeks) by a teacher who does not meet Federal/ State/ LEA Professional Qualifications. Notification must occur no later than ten days following the four week period. This is not required for paraprofessionals or substitute teachers. Clearance certificate requirements are not subject to 20 Day Notification.
