Aberrant Scores Aberrant is defined as straying from the norm - Board Voting Variance (BVV) A board voting variance of 1 is authorized. This means that any vote greater or lesser than one from the rounded average is considered aberrant and out of BVV. The National Guard Automation Board System (NGABS) will track all aberrant votes and will inform the Board / board member once all members have voted the record. The board / board member or members will be asked to re-vote the record and adjust their votes if they deem necessary. If the re-vote results in an acceptable variance, the voting is closed. If the variance is not acceptable, the Board President will resolve the variance and close the vote.

PME Training Requirements Soldiers selected and assigned without the required PME for promotion should be enrolled within 120 Days (provided a PME course is available). Enlisted Branch Action Team will update Soldiers Assignment Consideration Code with “U5” in SIDPERS to track and manage successful completion of PME. Deferments of PME will be approved by the first General Officer in the chain of command for the first deferment. The Adjutant General must approve the second deferment of the same course. All deferment requests must include alternate dates. A deferment is required when a Soldier is unable to report to their originally scheduled PME course.

Command Initiated Removal Soldiers who after notification of the training requirement for promotion: Decline or refuse to attend PME Fail to apply or enroll in PME Fail to be accepted for PME Fail to attend (no show) PME Fail to graduate (fault of Soldier) PME Will be counseled and reassigned to the first available vacancy commensurate with their current grade and MOS. Commanders must follow the notification requirements outlined in AR para 7-45f

Grandfather Clause Soldiers promoted under the previous PME requirements remain fully eligible to retain their grade. Commanders will not, under any circumstances, subject those Soldiers to reduction for failure to meet the new PME requirements.
