5 Goals Adapt legislation to meet the modern needs of constituent groups. Affirm academics as one of the NCAA’s “three pillar” priorities. Address the “big issues” within academics.

6 Background The NCAA Division I Legislative Committee will manage the initiative. NCAA staff will coordinate with the Committee on Academics, subject matter experts and the Legislative Committee throughout this project. Affiliated organizations (e.g., N4A, NAAC) will be asked for input. Two components: Refresh language for clarity; and Update or create legislation to address current needs and realities.

7 Guidelines Will the change provide a chance to clarify the legislation or its intent? Will the change provide a benefit to the 21st century student- athlete? Will the change facilitate a positive academic outcome? Is the change of national significance to the Division I membership? Does this change impact future application of this legislation?

8 Examples Outdated and missing legislation on traditional college enrollment. Enrollment requirements for graduate student participation.   Progress-toward-degree requirements and applications. Hearing processes.

9 Process – Language Changes
Legislative Committee and Committee on Academics identify areas that cause the membership difficulty. Staff engages in initial review and makes recommendations. The NCAA Division I Committee on Academics Subcommittee on Student-Athlete Academics is updated on progress. Final review is completed by the Legislative Committee. Changes are incorporated into the manual. Timeline – Review will cover and Hope to see new language in NCAA Division I Manual.

10 Process – Substantive Legislative Changes
Legislative Committee and Committee on Academics identify areas that cause the membership difficulty. Staff develops legislative concepts. Concepts are forwarded to the Subcommittee on Student-Athlete Academics for review and recommendations.   Final recommendations to the Committee on Academics for discussion. Recommended proposals follow normal legislative process. Timeline – Review will cover and Hope to move new legislation into cycle.

11 Interpretations Review
The NCAA academic and membership affairs academic team is reviewing all NCAA Bylaw 14 interpretations for clarity and relevance. Interpretations could be archived, rewritten, maintained or incorporated into the Division I Manual. The NCAA Division I Interpretations Committee will review all staff recommendations.

12 Process – Interpretations Review
Staff engages in initial review and makes recommendations (archive, rewrite, maintain or incorporate into the manual). Recommendations are reviewed by the Interpretations Committee. Changes are made in LSDBi. Timeline – Review will cover with updates into LSDBi expected in

14 Academic Summit Goal: To establish and foster a collaborative partnership with external organizations dedicated to higher education that may help the Committee on Academics and the NCAA identify and discuss trends and issues in higher education impacting the general student-body and student-athletes, which may impact future strategic initiatives for the committee and the Association. Working group is being formed to oversee planning and outreach and to identify potential partnerships. Target goal is early 2019.

Demographics of higher education. Public and alumni support of higher education. Mental health and well-being of our students.

17 Background on the Academic Unit
In October 2016, NCAA Division I Board of Directors and Board of Governors approved distribution of portion of Division I revenue to membership based on academic achievement of student-athletes. First distribution to conferences will occur May/June 2020. No restrictions on how institutions can use revenue. Distribution based on NCAA's Turner/CBS media contract future increases. Conference policies/ bylaws relevant to distributions will apply.

21 Update on Work Completed
At its April 2017 meeting, the Committee on Academics received an update on work completed during Phase One of activation. Identified operational issues to be resolved. Discussed strategies for communication and education of member institutions and conference offices. Educational materials on NCAA.org. Primer on new Academic Unit. PowerPoint presentation. 22 Committee Recommendation
Operational issues Operational Issue Committee Recommendation Which data year should be used to calculate whether institution qualifies for Academic Unit? Most recently collected and released data be used to determine eligibility for the academic distribution unit in a given year. For example, for the first distribution scheduled for May/June 2020, the Graduation Success Rate and Federal Graduation Rate will be based on data publicly released October 2019 for the cohort submitted June In addition, the NCAA Division I Academic Progress Rate will be based on data publicly released April 2020 for the cohort submitted fall 2019. What rounding policy should be used to determine whether institution qualifies for Academic Unit? Metrics used to determine eligibility for the academic distribution unit be rounded based on the nearest hundredth. For example, a APR would be rounded down to 959; a APR would be rounded up to 960. At its June 2017 meeting, the Committee on Academics discussed the following operational issues and made the following recommendations:

A team’s raw single-year APR be used in the eligibility calculation for the Academic Unit. If an institution discontinues a sport, should that sport be included in the calculation for the Academic Unit? A discontinued team be removed from an institution’s eligibility calculation for the Academic Unit beginning in the academic year the institution publicly announces its intention to discontinue a team and has provided appropriate notice to staff.

Operational issues Operational Issue Committee Recommendation If a particular sport does not meet sport-sponsorship requirements, should that sport be included in calculations for the Academic Unit? Only teams meeting the sport-sponsorship requirements in Bylaw be used in an institution’s eligibility calculation for the Academic Unit. If an institution sponsors a sport that does not have any student-athletes in the cohort for a given year, should that sport be included in the institution’s calculation for the Academic Unit? A team that has no student-athletes in the cohort for a reporting year be excluded from an institution’s eligibility calculation for the Academic Unit.

Operational issues Operational Issue Committee Recommendation How should the sports of indoor track and outdoor track be treated for purposes of determining the number of teams sponsored by an institution when calculating an institution’s eligibility for the Academic Unit? Indoor and outdoor track and field should be treated as one combined sport for purposes of determining the number of teams sponsored by the institution for purposes of the eligibility calculation for the Academic Unit. Should sports sponsored by the institution, but not necessarily sponsored by the institution’s conference, be included in an institution’s calculation of its APR, GSR and Federal Graduation Rate for purposes of determining its eligibility for the Academic Unit? All sports sponsored by the institution be included in the eligibility calculation for the Academic Unit.

Operational issues Operational Issue Committee Recommendation How should institutions in unusable data status be considered in terms of eligibility for the Academic Unit? Institutions in unusable data status be ineligible to receive the Academic Unit, which includes the time period spent in probationary status. Staff will provide a recommendation to the NCAA Division I Committee on Academics Subcommittee on Data regarding when an institution begins its ineligibility and when it regains eligibility for the Academic Unit. When should the NCAA Division I Academic Performance Program data be locked to determine an institution’s eligibility for the Academic Unit? APP data used to determine an institution’s eligibility for the Academic Unit be locked at the same time the data is locked for respective public releases. Any corrections found after this time will not be considered in an institution’s eligibility calculation for the Academic Unit.

29 Graduation Success Rate
Policy – Student-Athletes who Depart Academically Eligible, But Return within Six-Year Graduation Window Former policy requires those student-athletes, if they return to their original school before six years is over, to be counted as graduate or nongraduate at the end of the six-year window from original enrollment. Student-athletes who return (as either part-time or full-time students) but do not graduate within six years are counted as academic failures, even if they are working toward a degree.

Committee revised policy to state the student-athlete’s status when they leave the school on the first occasion will be used. For professional athletics departures only. Effective immediately with this data collection. Submit corrections during the appropriate phase.

35 LIMITED RESOURCE designation
Policy – Calculation used annually to determine what schools are considered limited resource for purposes of the APP. Former policy used a calculation that equally weighted an institution’s per-capita spending on all full-time undergraduate students, per-capita athletics spending on all student-athletes and the total amount of Pell Grant dollars received by the institution (including those awarded to part-time students) divided by the number of full-time undergraduates.

36 LIMITED RESOURCE designation
Institutions who meet the limited-resource definition for purposes of the APP have access to filters designed to support them in reaching the APR benchmark.  Recent data indicated that changes in institutional enrollment patterns impacted how certain institutions were identified as limited resource.

37 LIMITED RESOURCE designation
Committee revised policy to change the Pell calculation to the average grant awarded to first-time, full-time undergraduate students only. New calculation will first be used to determine which Division I institutions are considered limited-resource institutions during the academic year.
