Employment gap PWD more adversely affected by shift to services and high-skilled jobs PWD more likely to be self-employed and in informal sector PWD have lower wages People with mental disabilities are least likely to be employed

Go beyond employment gap to look at hours worked, earnings, type of employment Disaggregate by demographic, social, and economic characteristics National Employment Policies should be rights based Mainstream technical vocational education and training should include PWD Public employment programs should be inclusive Public sector should take the lead in hiring PWD Public procurement systems should encourage employment of PWD

Mainstream entrepreneurship and microfinance should include PWD States should provide technical and financial assistance on reasonable accommodations States should fund services such as supported employment States should have policies to facilitate job retention and return to work Social protection systems should promote economic empowerment Robust evaluation plans should be built into all interventions to identify good practices
