2 Single Digital Gateway: a new opportunity
Proposed Regulation (Article 2): A single digital gateway ("the gateway”) shall be established by the Commission and the competent authorities in accordance with this Regulation. The gateway shall consist of a common user interface integrated in a single portal managed by the Commission and shall link to relevant national and Union websites. The gateway shall give access to (a) information on rights, obligations and rules (b) information on and links to procedures (c) information on and links to assistance and problem solving services – EU and National level Interface accessible in all official EU languages 13 proposed key fully online procedures (SDG…..) facilitates the use of procedures by users from other Member States and supports the implementation of the "once only" principle

3 Today’s Reality Increasing Number of Citizens and Businesses wish to move / study / work / do businesses / etc to another EU country Lack of Clear and Comprehensive Information on Administrative Procedures and National Legislation Reduced Number of (Semi-)Online Procedures – Even Less for Non-Domestic Citizens/Businesses Evidences (docs or data) Required by National Public Authorities need often to be officially translated and/or certified by the competent Public Authority of the Home Country Former EU initiatives have partly addressed the problem - services offered are not interoperable and often ignore users’ needs and expectations Online Assisting Services not disseminated enough: EU citizens / businesses are not aware of where to turn to when in problem

8 Where does OOP fit in?

9 Evidence Exchange Provisions
Article 12 provides for the exchange of evidences between Competent Authorities. It also defines the user’s role and rights: Evidences exchanged through a technical system which ensures confidentiality and integrity of information Evidences should be asked and provided upon an explicit request of the user Requests and Responses should be performed through the same technical system Evidences made available nationally, should also be available at Cross-Border level The user should have the possibility to preview data Evidences should only be used for the purpose they are issued for

10 Evidence Exchange – EU Parliament (Extra) Requirements
Preview of the Evidences before it is made accessible to the competent authorities requesting the evidence Ensure a high level of interoperability with different national systems and with other relevant systems Not store or process any data on the evidence exchanged beyond what is technically strictly necessary to achieve the exchange of the evidence, and only for the duration necessary for that purpose User should be able to withdraw request at any time and by any mean (not necessarily through the system) User should be able to monitor the exchange

11 Proposed Implementation: The Once Only Principle Project (TOOP)
Explore and Demonstrate the implementation of the OOP for Cross-Border Exchange 21 Countries / 50+ Partners Pilot Implementation in 3 Fields: Generic Business Services / Business Registries / Online Ship and Crew Certificates Develop a Generic Federated OOP Architecture: Re-use of existing (national and EU) infrastructure Re-use/expansion of existing Building Blocks In line with existing EU frameworks (EIRA, EIF) EC waits for the TOOP architecture to form a basis for the issuing of the implementing acts for SDGR

12 “Generic” TOOP use case
Focus on machine-machine Re-use TOOP further focuses on machine-to-machine OO info-sharing – the Economic Operatore is not involved in much of the process

13 “Pull & Push” TOOP use cases
Two modes of Data Provision A one-time request for information leads to a simple “Pull” scenario A persistent request generates a subscription to a “Push” notification service

14 Issues to tackle User Consent – User Preview Withdrawal of Request
Not possible in all cases (ex. Direct exchange between administrations) Will an initial user consent be enough for repetitive requests? Withdrawal of Request At some stages it may be possible but not at all of them Does this refer only to non- or semi- automated procedures? No storage of Evidences This may imply limited duration Level of Evidences Document or Data? If filtering of documents’ data is required, number of available evidences may be reduced

15 Conclusions SDG provides a great opportunity for boosting the Single Market and Cross Border Mobility The implementation of the Once-Only Principle can enhance the SDG advantages by reducing administrative burden for evidences provision The Federated Architecture provided by the TOOP project will provide the technical basis for the implementation of OOP Technical barriers and issues still exist and need to be negotiated and tackled
