What is EN13313 ? This European standard defines :
The activities related to the refrigerant circuits in the refrigeration, AC, heat pump sector The associated competence profiles required to do those activities It also establishes procedures for assessing the competence of persons who carry out these activies The standard can be used for any type of refrigerant Specific requirements for a particular refrigerant can be clarified in annexes

Why is EN13313 useful? A basis for mutual understanding
The standard allows different training/evaluation/ certification programmes to be defined using the same terminology & assessment method It facilitates mutual understanding and – if necessary - mutual recognition between different training/qualification/certification schemes It allows persons to demonstrate for which “skills” they are qualified - not everyone needs to be qualified for all tasks

Putting into operation Commissioning Operating In-service inspection Leak checking General maintenance Circuit maintenance Decommissioning Removing of refrigerant Dismantling EN13313 does not cover the electrical activities related to a refrigerating system, however an informative example is given in Annex.

EN13313 is NOT a training course or certification scheme
The standard is NOT a training course or certification programme It is a tool to support schools, legislators, voluntary programmes, … who wish to set up a qualification or certification scheme. They are free to define which parts of the standard they wish to cover the EU F gas certification scheme for example covers “HFC” gases only, and contains 4 modules/categories of competences , but the scope of the EN13313 standard is wider (also non HFC and more tasks) Scope of training/evaluation/ certification scheme can be defined according to the needs

Next steps EN standard update + EN/ISO standard
Taking into account technology developments Taking into account revised EU F gas regulation Taking into account global needs EN/ISO standard can be a useful tool to develop national and international qualification/certification programmes & will allow further harmonization between those schemes
