The goal of the webinar is to provide updates on the Data Pipeline and current and upcoming collections. These webinars also provide a forum for districts, BOCES, and Administrative Units to have questions answered about Data Pipeline. Student Personally Identifiable Information (PII) is defined by state and federal laws as information that, alone or in combination, personally identifies an individual This includes direct identifiers (i.e. name, SASID, etc.) Includes information that when combined is identifiable Colorado’s new Student Data Transparency and Security Act introduces a number of new requirements for how Student PII is collected, used and shared CDE has prepared guidance on how to comply with this and other privacy laws which can be found here:

5 How to Share Data Check local policies for restrictions, requirements, etc. Ensure that you are following local policies when transmitting PII to any third party Use secure methods to transfer any PII to CDE Call CDE ( ) with questions about how to transmit PII securely Use Syncplicity to encrypt s to CDE Avoid sending PII via unencrypted or to unsecured faxes when sharing data between or within districts Do not use PII in trainings, presentations, etc. Do not share PII with unauthorized individuals Do not share passwords

March 1: READ Budget Survey soft open – districts can submit budget planning survey April 2: READ collection opens May 18: All districts create and submit beginning READ file to ensure correct file layout June 15: Districts complete submission of READ files and Budget Planning Survey by close of business – all submissions are finalized and submissions will be locked June 22: CDE conducts duplicate SASID process June 22-June 29: Districts work with each other to clear duplicate SASIDS July 2: Districts resubmit with duplicates removed from file and the READ collection closes READ verification form is due July 6: Signed by superintendent So the READ data collection officially opens Monday, April 2, however new this year, we are opening the Budget Planning Survey early so that districts can have the whole month of March to submit their budget planning Surveys. The advantage will be to submit your survey early so you have plenty of time to revise the within the school year if needed and you will be able reach out to district leads and stakeholders Another thing districts can start doing is identifying who their cohort students are.

15 READ Act Data Collection – Reporting Cohort Students READ Act– Whitney Hutton – For the collection you will include all K-3 students enrolled at the time of data submission and 4-8th grade cohort students Why do we report 4-12th grade cohort students? Per statue, once a student has been identified as having an SRD they are put on a READ plan That READ plan remains in place until they attain reading competency, regardless of grade level Who is included in the 4-12th grade cohort? Students who exit 3rd grade identified as having an SRD in the spring 2013 collection became the first group of cohort students Those 3rd graders identified with an SRD in 2013 are now 8th graders in 2018 The cohort will continue to increase each year (next year will be 4-9th graders) Students who exit 3rd grade identified with an SRD (READ Status 2) and/or remain on a READ plan at the end of the year are calculated into the READ cohort group When does a student exit the cohort? Once a student has reached grade level competency (determined locally) they are removed from their READ plan and will be coded as READ plan 0 (no) which will remove them from the cohort group These are specific students who are in the cohort they are not all 4-12th graders enrolled. Once a student scores below the cut point of risk and has been identified with an SRD, an individual reading plan or READ plan must be created. So we know that once a student has been identified as having an SRD they are put on a READ plan. We also know that READ plans remain in place until the student attains reading competency, regardless of grade level. So, Students who are identified as having an SRD and/or have a READ plan at the end of 3rd grade are flagged in our system for the 4-12th grade cohort. 4th grade students and beyond are included in that cohort if they remain on a READ plan.

Otherwise it might pull in the wrong students. This report should capture new students enrolled in your district as well. If they had a READ plan in their prior district.

20 Budget Planning Survey – Allowable Use of READ Funds READ Act – Whitney Hutton – The READ Act provides per-pupil intervention funds to assist districts with intervention supports for students identified as having an SRD The department allocates the per-pupil intervention funds by dividing the amount of funds available by the total number of students in K-3 identified as having an SRD Per-pupil intervention moneys may only be used for the authorized intervention services outlined in statute: Providing full-day kindergarten; Purchasing tutoring services in reading; Operating a summer school literacy program; Providing other targeted, scientifically or evidence-based intervention Getting lots of districts who have submitted their budget surveys. Along with some questions about the allowable use of READ funds. So today I wanted to talk to you a little bit about what those are and the two different areas of the collection where you will report that information.

Data Pipeline System IEP Interchange Opened in September Upload away! oniepfiles A Word About Interchanges and Snapshots Data in the Special Education IEP Interchange Files are utilized in the Special Education December Count, Discipline, and End of Year Snapshots. While the December Count Snapshot is in pending status data from interchanges isn’t locked and may be modified throughout the collection. Once the December Count Snapshot is submitted, approved, and finalized the Interchange data in the Snapshot is locked. Some Admin Units like to have all their data in the IEP Interchange Files throughout the year. Other AUs prefer to have Child Count data for December Count and then End of Year data for the upcoming End of Year collection. 41 SEAs Requirement to Collect Data
The Education for Homeless Children and Youth (EHCY) program within the U.S. Department of Education (ED) oversees the collection of information from state educational agencies regarding enrollment, services, and educational outcomes for students experiencing homelessness. The requirement for state educational agencies (SEAs) to collect and report data is based on three basic provisions within the McKinney-Vento Act (2015): The Secretary of Education must collect and disseminate data and information regarding the education of homeless children and youth, including the number of students meeting the definition of homeless included in the Act and the types of primary nighttime residence used by the students [42 U.S.C. § 11434(h)(1)].  The Secretary must coordinate the collection and dissemination of the information with agencies and entities that administer programs under the McKinney-Vento Act [42 U.S.C. § 11434(h)(2)].  The State Coordinator for homeless education must gather and make available reliable, valid, and comprehensive information on the number of homeless students identified in the states, the nature and extent of the problems students experience in obtaining a public education, the progress the SEAs and local educational agencies (LEAs) make in addressing the problems, and the success of programs authorized by the McKinney-Vento Act [42 U.S.C. § 11432(f)(1)]. This information must also be submitted to the Secretary [42 U.S.C. § 11432(f)(3)].

42 Data Collection Procedures and Responsible Parties
Data collection begins at the school and LEA level. Each LEA has a local liaison for homeless education who is responsible for ensuring the identification of homeless students through coordinated activities with other school personnel and community agencies [42 U.S.C. § (g)(6)(A)(i)]. The liaison is also responsible for working with the LEA’s data staff and the State Coordinator to ensure the LEA provides accurate data that meets the required elements outlined by the Secretary.

Coordination Each year, the liaison, data staff, and other LEA stakeholders in the data collection process should meet to discuss current data collections and anticipated changes. The meeting should focus on: the completion status of current collections anticipated challenges in and potential solutions for providing required data assigning tasks as appropriate to ensure the collections are submitted to the SEA prior to the close of the data collection window.

45 While the role of the liaison is programmatic in nature with a clear emphasis on ensuring homeless students receive services, data on homeless students should be reported to the SEA only after review by the local liaison. This level of coordination is necessary to ensure that the data submitted to the SEA accurately represents the homeless students identified by the liaison and the liaison’s designees. It is also the best way to ensure a seamless process and eliminate follow-up tasks and questions from the SEA or ED as a result of poor data quality.

CRDC Background Civil Rights Data Collection (CRDC) is reported by LEAs every other year CDE pre-populates any data fields collected for LEAs to help with the CRDC process CRDC currently collects 1,658 data fields; CDE currently pre-populates 1,292 fields using approved data from the LEAs. This is ~78% of the CRDC data fields By making the revisions to the SDA collection, CDE can now prepopulate an additional 297 fields. This would be ~96% of the CRDC data fields All updates in the SDA collection for CRDC reporting are OPTIONAL and can be left blank if preferred SDA - Annette Severson -
