2 1. Cyflwyniad 1. Introduction
Mae’r briff yma i atgoffa pob un ohonom o'n cyfrifoldeb tuag at ddioddefwyr o ddigwyddiadau/troseddau casineb. Mae digwyddiadau a throseddau sy’n cael eu targedu tuag at unigolyn oherwydd gelyniaeth neu ragfarn tuag at eu hanabledd, hil/ethnigrwydd, crefydd/cred, cyfeiriadedd rhywiol neu hunaniaeth drawsrywiol yn cael eu dosbarthu yn ddigwyddiadau neu droseddau casineb. Mae ymchwil yn dangos nad yw dros 60% ohonynt yn cael eu hadrodd i’r heddlu. This briefing is here to remind us all of our responsibility to the victims of hate incidents/ crime. Incidents and crime that are targeted at a person because of hostility or prejudice towards their disability, race /ethnicity, religion/belief, sexual orientation or transgender identify are classified as hate incidents or crime Research tells us that over 60% are never reported to the Police

3 2. Diffiniad 2. Definition Y diffiniad o Ddigwyddiad Trosedd ydi
Unrhyw ddigwyddiad nad yw’n drosedd, y mae’r dioddefwr neu unigolyn arall yn credu ei fod yn cael ei gymell gan ragfarn neu elyniaeth. Y diffiniad o Drosedd Casineb ydi: Unrhyw ddigwyddiad trosedd sydd yn drosedd, y mae’r dioddefwr neu unigolyn arall yn credu ei fod yn cael ei gymell gan ragfarn neu elyniaeth. Hate Incident is defined as Any incident which does not constitute a criminal offence, which is perceived by the victim as any other person as being motivated by prejudice or hostility Hate Crime is defined as: Any hate incident which constitutes a criminal offence perceived by the victim or any other person or any other person as being motivated by prejudice or hostility

4 3. Ein Dyletswydd 3. Our Duty
Mae’n hanfodol ein bod yn deall, efallai nad yw natur digwyddiad casineb yn uchel iawn ar y fframwaith o droseddau, ond yn aml mae dioddefwyr digwyddiadau casineb wedi profi’r elyniaeth a’r ymddygiad yma am gyfnodau hir. Mae cysylltu â’r Heddlu yn gam arwyddocaol iddynt am eu bod ofn achos o edliw It is essential that we all understand that whilst the nature of hate incident may not grade high on the criminal framework of offences, victims of hate incidents or crime have often experienced this hostility and behaviours for long periods. Contacting the Police is a significant step for them due to fears of recrimination.

5 4. Ymwybyddiaeth y Cyhoedd 4. Public Awareness
Bydd ymagwedd gyson a thosturiol tuag at ddioddefwyr a chymunedau yn: Gwella ymwybyddiaeth pobl o’r hyn na ddylid ei oddef – troseddau a digwyddiadau casineb Gwella hyder pobl i roi gwybod am droseddau Yn syml mae’r mwyafrif o ddioddefwyr digwyddiadau a throseddau casineb eisiau i’r cwbl STOPIO A consistent and compassionate approach to victims and communities will improve: Peoples awareness of what should not be tolerated- hate crimes and incidents People’s confidence to report crime Most victims of hate incidents and crimes just want it to STOP

6 5. Arweiniad Guidance SICRHEWCH fod pob adroddiad o ddigwyddiadau a throseddau casineb yn cael eu cymryd o ddifri. Bydd yr effaith ar y dioddefwr yn sylweddol er y gallai’r digwyddiad ei hun ymddangos yn fychan. CYMERWCH weithred bositif er mwyn rhoi stop ar yr ymddygiad troseddol. Nid dioddefwyr troseddau/digwyddiadau casineb yw'r unig rai sydd yn gallu eu hadrodd i’r heddlu. DO – take all reports of hate incidents and crimes seriously. The victim impact will be significant even though the incident may appear minor. DO – take positive action for making the offending behaviour stop. It doesn't have to be the victim that reports Hate Crimes/ incidents.

7 6. Arweiniad Guidance: PEIDIWCH Â thybio mai problem rhywun arall ydyw. Mae cyfrifoldeb ar bob un ohonom i ymladd Trosedd Casineb. Bu cynnydd o 29% yn nifer y troseddau casineb yng Nghymru a Lloger yn 2017 Roedd y cynnydd mwyaf mewn trosedd casineb tuag at bobl anabl a thrawsrywiol. Fe nodwyd cynnydd sydyn mewn trosedd casineb dros gyfnod y refferendwm ar yr UE. DON’T- assume it is someone else’s problem. We all have a responsibility to fight Hate Crime. In England and Wales the number of hate crimes have increased by 29% in 2017 The biggest rise was in disability and transgender hate crime. It was also noted a spike in hate crime around the time of the EU referendum.

8 7. Yr hyn y gallwn ei wneud 7. What can we do?
Mae gweithred bositif i roi STOP ar yr ymddygiad a rhoi gofal/cefnogaeth i’r dioddefwr yn hanfodol. Cofiwch: os ydyw’n argyfwng, ffoniwch 999 – os nad yw’n achos brys ffoniwch 101 Ewch i wefan Heddlu Gogledd Cymru a chyflwynwch Ffurflen Riportio Trosedd Casineb – Ewch i wefan Cymorth i Ddioddefwyr a llenwch eu Ffurflen Adrodd Cyfrinachol – Positive action to make the behaviour STOP and victim care/ support is vital. Remember: if it is an emergency call – if less urgent call 101 Visit the North Wales Police website and submit a Hate Crime Reporting Form – Visit the Victim Support website and complete their Confidential Reporting Form –
