2 Mandate Ensure supply of quality seeds to the farmers.
Effective implementation of Seed law enforcement. Strengthening seed certification and seed testing system in the country. Develop and enforce seed quality standards. Maintaining sustainability with profitability to the farmers by development of suitable infrastructure for Seed Quality Control and Seeds Development.

3 Legal Instruments for Seeds Quality Regulation
Seeds Act. 1968 Seed Rules. 1983 Seeds(Control) Order: Licensing of seed business 1988 New Policy on Seed Development: Making best of the planting material available the world over to Indian farmers through public and private sectors Export/Import Policy: Structuring of Indian seed exports/import Introduction of the Seeds Bill. Cotton Seed Price (Control) Order

4 Seed Law Enforcement Seed Law Enforcement-Seed Inspectors appointed by State Governments ( under section 13 of Seeds Act-1966). Seed Sampling by Seed Inspectors and verification of records or any other material and seize the same if not as per Seeds Act to ensure the quality of seeds. Seed testing – Seed Testing Laboratories. Seed certification – State Seed Certification Agency. Suitable instructions must be issued to draw targeted seeds samples from the market before the commencement of sowing season as per the provisions of Seeds Act/ Seed (Control) Order.

7 Seed Law Enforcement of BT. Cotton
Seed Law Enforcement and monitoring of the Bt. Cotton is not satisfactory in all Cotton Growing States. The states should strictly enforce seed laws and draw the samples of Bt. Cotton seeds to ensure the curb of the sale of spurious Bt. Cotton Seeds. The infestation of White flies, Leaf Curl Virus and Pink Bollworm in Bt. Cotton should be monitored and controlled effectively.

9 Seed Rolling Plan States long term seed plan based on crop area, seed rate/ha. total seed required, targeted SRR seed required for normal conditions and seed required for contingency situations worked out. Out of total quantity of seed required variety wise quantity of seed required for individual crops be worked out. The required foundation and breeder seed to be worked backward three years in advance. States should focus on crops, in which production will be impacted during the year due to Natural calamity as demand for seed of such crop in the succeeding year could be high.

10 States should periodically (monthly) monitor/review seed production at the field level and take follow up action. All States are advised to have MoU /Advance Agreement with Seed Producing Organization to produce and ensure supply of required quantity of certified seed. States have already prepared the long term seed plan ( to ) for production of certified seeds through their various seed producing agencies like State Development of Agriculture, State Seeds Corporation, State Seed Farms, State Agriculture University Farms, State oilseed Grower Federations, other state co- operatives, NSC, KRIBHCO , IFFDC, HIL, Private companies etc. Punjab, HP, Uttarakhand, Jharkhand, Assam, Kashmir, Manipur, Nagaland, Arunachal Pradesh and Sikkim are requested to prepare the State Seed Rolling Plan and submit to GOI.

13 Group of Secretaries (GoS) recommendations Seed Village Programme :
For improving the quality of farm saved Seeds- Seed Village Programme is to be expanded from 30,000 villages to 60,000 villages in the country (Timeline: upto March-2018). Distribution of F/S or C/S for one subsidy for cereals and 60% for pulses, oilseeds, green manures and fodders crops. Farmers will be trained on seed production and seed technology – 3 one day training provided by implementing agency. Action Required From State has to furnish additional Proposal/Action Plan in the prescribed proformae as per guidelines to cover maximum number of Seed Village Programme during the year

16 Establishment of 500 Seed Production & Processing Units at Gram Panchayat level
For setting up of seed Processing cum seed storage godown unit of 500 MT. each costing about Rs.60 lakh by FPOs, SHGs, Co-operatives, CIG etc. for Panchayat / village level is proposed. State has to furnish proposal/Action Plan immediately, so that grants-in-aid could be made available in time during the year Total an amount of Rs.300 crore will be available for setting up of small sized seed processing cum seed storage godown during the year The State wise targets for Establishment of Seed production & processing at GP level is as follow:

18 Seed Subsidy to States only where MoU exist with Seed Production Agencies (Timeline:2017-18)
In order to produce & ensure the supply of required certified seed fully, the States are advised to have MoU/advance tie-up arrangement with seed producers. The State may enter into long term MoU with reputed seed producing organization having technical competence, sufficient seed infrastructure facilities and experience in seed production, technical manpower in the field of Seed Production & distribution network. GOI has already requested vide letter dated & to Principal Secretary (Agriculture) and Commissioner/ Director of Agriculture of all the States to sign MoUs with seed producing agencies. States which are not signing MoU release of fund under NFSM, BGREI may be held up.

19 Increase use of Improved & Hybrid Seeds for self sufficiency in Pulses Production 1.5 lakh qtls. through 150 Seed Hub (Timeline : December, 2017) Agriculture Technology Application Research Institutes (ATARIS) are collaborator for implementation of Seed – Hubs. One time grant Rs.50 lakhs/Seed Hub for Seed Processing & Storage Facility. One time grant Rs.100 lakhs/Seed Hub as revolving fund to meet expenses for production, processing and procurement. The profit generated out of seed sale can be utilized by Seed Hub for development of other facilities to increase pulses seed production. Each Seed Hub will produce 1000 qtls. pulses seed every year in a sustainable manner. 150 Seed Hub will produce total 1,50,000 qtls. HYV pulses seeds on sustainable basis to ensure increased productivity and production of pulses in the country.

20 Monthly Progress Report
Action Required Seed Produced should be certified. Every States should monitor (monthly) progress of BS, FS & CS production and inform to Seeds Division, DAC&FW Monthly Progress Report Name of ICAR Institutes/SAU/CAU/KVK : Crop / Variety Class Area Planted in Acres along with date of sowing Present Crop Stand as on date : Expected Seed Production in Qtls. Actual Seed Produced in Qtls. How the State is going to use this seed should be clearly indicated. State not utilizing this seeds will not be provided NFSM Pulses RKVY Funds etc. Breeder Seed Foundation Seed Certified Seed
