What is commissioning for personalisation?
Creative - allows for imaginative solutions to complex social needs Responsive - identify the outcomes and see what the service can offer to meet them Preventative - using personal solutions can help support/promote/ or maintain independence Asset based - considering existing assets available and treating service users as potential resources not just passive recipients

What is market facilitation ?
To support the shift from commissioning and standard procurement to facilitating creative responses to need and focussing on outcomes Services in Croydon are currently purchased either by: Council – service users = lower levels of choice and control via Direct payments – service users = high levels of choice and control but with high levels of responsibility

What is your experience of offering services to clients with a direct payment? What is your experience of working individual service funds? What is your knowledge of e-market places, what works / what doesn't ? What info do you need from us? We’d like to hear from you, your ideas and strategic thinking. Personal budget information
There are three main ways in which a personal budget can be deployed: 1. Managed account held by the local authority with support provided in line with the persons wishes 2. Direct payment 3. Managed account held by a third party (often called an individual service fund or ISF) with support provided in line with the persons wishes Direct payment – provides a high level of choice and control with equally high levels of responsibility Money paid directly from the Council to the service user (or carer) to spend to meet care and support needs Individual service funds – might suit anyone who wants flexible support, but without all the responsibilities that come with managing a direct payment An Individual Service Fund is an internal system of accounting within a service provider that makes the personal budget transparent to the individual or family. This helps provide flexible support by making the organisation accountable to the person.
