5 Contract Requirements
The project shall be designed by licensed Professional Engineer(s). The Consultant’s Project Manager, a licensed Professional Engineer in the State of Texas, shall be available to meet with SAWS staff at the SAWS Headquarters and/or SAWS project site with minimal advance notice if requested. Any management or team change during the execution of the project shall not have any effect on the progress, budget or schedule of the project. SAWS reserves the right to approve personnel changes. The project shall be managed through SAWS’ Contract and Project Management System (CPMS).

8 Submittal Package Submittal Response Checklist
Verify that the checklist is signed and that all documents on the checklist have been included with the proposal Respondent Questionnaire Acknowledgement of Security Procedures, Addendums, and Contract Terms and Conditions Experience in Similar Projects List and describe 3 relevant projects within last 7 years your firm served: Names of client and location (city and state) Corresponding year and duration of assignments Brief description of projects Schedules and construction budgets of projects, major challenges/issues and solutions offered Respondent’s role and team members’ responsibilities in projects Reference contact to include names, titles and a current phone numbers, which has been previously verified. Firm’s record of performance

RFQ Scoring: Up to 15 Points 40% SMWB goal Local Office Small Business Enterprise (SBE) Veteran-owned Business Enterprises (VBEs): Not eligible for points, but tracked for participation.

Maximize points by addressing all required items requested in the RFQ Be very specific in responses and avoid “boiler plate” responses Highlight areas that are unique to your firm Contact the SMWVB Program Manager for assistance Utilize the Submittal Checklist Ensure all items included and all documents signed Responses are limited to 15 pages* (required forms do not count – nor do tab dividers) Submit electronically

To receive updates on specific projects, registered vendors must ‘Subscribe’ to the project by selecting the project, and clicking ‘Subscribe’ under the Notify Me box.

Corrected page limit from twelve to fifteen. Removed State of Texas licensing requirement. Project shall be designed by a licensed Professional Engineer(s), but licensing does not need to be in Sate of Texas. Requirement of Consultant’s Project Manager does not change – PM must be licensed in State of Texas.

20 Anticipated Scope PLC replacement at approx. 60 primary water and booster pump stations, and SCADAPack controllers at approx. 5 District Special Project (DSP) facilities Evaluation of current radio broadband communication system for optimizing this system to provide secure and reliable communications for approx. 60 existing primary water and booster pump stations, Headquarters and a data recovery center Replacing radio communication system with a communication infrastructure that includes high speed, Ethernet IP radios, antennas, communication towers and backup power including emergency generators and / or uninterruptible power supplies

Conduct radio path study for each site location, and field verify each site location for acceptable signal strength: Path studies will address and correct any issues, including, but not limited to, instances where signal strength is inadequate for proper operation of transmitting data across radio system. Path studies will include investigation of redundant/alternate paths for each repeater site Path studies of both computer based and physical (field verified) will be completed and results included in a Technical Memorandum. Results shall include field verifications and radio signal strengths, as well as investigation of redundant/alternate paths for each repeater site.

Evaluation of potential removal of existing antennas located on Production tanks that are included on this project; evaluation will include brief scope of work and cost estimate for each applicable site, but not a design Control Narrative and Performance Specification may be required Reroute/extend water drain lines and addition of water sample lines for existing chlorine analyzers at approx. 15 water production facilities; Water drain lines are an approx. diameter of 2-inches; Water sample lines are an approx. diameter of 1-inch
