2 Employee Benefits and Services Section
Administer and provide technical assistance to all levels of management, supervisors and employees on: New Hire Orientation Employee benefits (FEHB, FEGLI, TSP, FASFEDS, BENEFEDS, FLTCIP) Leave (SCD, Leave Accrual, Types of Leave, Eligibility) Processing all personnel actions (exceptions are new hires, promotions from a job announcement and classification changes) Military/Civilian Deposits Performance management Incentive awards Pay and compensation (WRI, Pay Adj, unemployment) Termination/Resignation/CSRS and FERS Retirements Office of Workers’ Compensation Program (OWCP) Research, develop and implement all new policies, procedures, materials, or any changes on new or existing benefits.

4 New Hire Orientation First Tuesday of every pay period @ 1300
*If not attend NHO on date scheduled then have to start next pay period) Attend Orientation at appropriate location: HQ Jefferson City, MO; AVCRAD, Springfield, MO; 131st BW, Whiteman AFB, MO; 139th AW, St. Joseph, MO MUST BRING: Two forms of identification as specified in Handout #4. Direct Deposit information and all DD214’s. Mybiz and EBIS CAC-Card accessible only Must begin performance management process in MyBiz+ if Supervisor has not accomplished this within first 30 days of hire.

7 Federal Employees Health Benefit (FEHB) Enrollment
All New Hires must make election of FEHB within 60 days of your 1st eligibility date or entrance on duty date. Election is made at ABC-C Automated system, EBIS, at May make changes outside the 60 day window with a Qualifying Life Event (QLE) or during the annual Open Season Open Season begins the 2nd Monday in November and runs through the 2nd Monday in December effective on the 1st full pay period in January

8 FEHB Enrollment Temporary Employees are Eligible
Temporary Employees are eligible for FEHB if their NTE date is for 90 days or more or if they are extended beyond 90 days. Temporary Employee cannot maintain another federal health insurance plan to include TRICARE/Reserve Select. Eligible Federal Employees MUST contact TRICARE representative immediately to terminate coverage.

9 Federal Employee’s Group Life Insurance (FEGLI)
Automatically enrolled in Basic Life Election for additional optional life insurance coverage is made at ABC-C Automated system, EBIS, at Increase coverage within first 60 days of employment, with a QLE, during Life Insurance Open Season, or when you pass a physical exam (Option C excluded) May waive or decrease your coverage at any time Notify ABC-C immediately if FEGLI coverage is not correct on LES

10 THRIFT SAVINGS PLAN (TSP)
Tax deferred retirement savings & investment plan Provides the opportunity to increase retirement income TSP offers three approaches to investing money: L Funds are “Lifecycle” Funds invested in a mix of stocks, bonds, & Government securities Individual Funds are the G, F, C, S, I funds IRA Participants age 50 or older have opportunity to enroll in TSP Catch-Up Contributions. Not eligible for agency automatic 1% matching contribution Each year limited amount Can be in addition to IRS yearly maximum limit in regular contributions Must make new election each year All elections made at ABC-C Automated system, EBIS, at

11 PERSONNEL ACTIONS MUST BE COMPLETED ACCORDING TO EXAMPLES AVAILABLE ON HRO WEB PAGE RECOMMEND SUBMISSION UST BE IN OUR OFFICE NO LATER THAN TEN DAYS PRIOR TO EFFECTIVE DATE – IF NOT POTENTIAL PAY ISSUES MAY OCCUR. Effective Date is established by OPM/NGB/HR Office. Most cases 1st day of pay period after the SF52 Notification of Personnel Action is received in HR.

HR has to complete the staffing process of all SF52’s prior to the Benefits Section processing the personnel action. If this is not submitted within that 15 day requirement then the technician will have a pay issue.

13 ABSENT-US (AUS) AND RETURN TO DUTY REQUEST FOR PERSONNEL ACTION
Any LWOP while on a military order must have an SF52, copy of military orders, DD214 or Statement of Service and AUS USERRA Checklist (See Handout #5 Mobilization Guidance) RTD must have an SF52 prior to returning to federal employment status, copy of DD214, RTD USERRA Checklist, Civilian and military LES’S If applicable, for proof of TSP payments while on AUS. (See Handout #5 Mobilization Guidance )

14 ABSENT-US (AUS) AND RETURN TO DUTY REQUEST FOR PERSONNEL ACTION
To receive credit for retirement purposes military deposits must be paid in full for all periods of military service 120 days prior to retirement. Federal employee is responsible to provide HR with paid in full receipt from DFAS. NO PAID IN FULL RECEIPT, THEN NO CREDIT ALLOWED FOR THAT PERIOD OF MILITARY SERVICE TOWARDS RETIREMENT.

15 SUBMIT SF52’s AND BENEFIT DOCUMENTS
SF52’s and required supporting documents must be sent through Change of Command to HR by way of the SAFE System at For those currently sending SF52’s and required documents electronically continue to do so by forwarding to your remote designee within your agency. Remote Designee or person responsible have been trained and will submit the SF52’s to electronically to HR.

16 Records Management Electronic Official Personnel Folder (eOPF) Electronic Official Personnel File (eOPF) HR, Employee, ABC-C and OPM currently have access to them. Employee Performance Folder (EPF) Performance Appraisal Application (PAA) in MyBiz+/MyWorkplace at: Employee Medical Folders (EMF) Managed in HR by the Injury Compensation Program Administrator (ICPA) or the Remote Designee in your area. MyBiz+ Review employment record, print SF50 personnel actions, verify benefits, pay and performance information at: The National Guard is implementing the mandatory electornic Official personnel file (eOPF) application. The eOPF is an Office of Personnel Management initiative. eOPF will replace the paper OPF and allows federal agencies, including the National Guard to more effectively manage and administer the OPF process and provide employees access to their own individual files through a secure internet connection. This application eleminates the need for agencies to file a majority of documents, copy, fax and mail personnel files documents. Some of the benefits and features of the system include secure access to eOPF’s web-enabled access for employees, supervisor and HR staff to review eOPF records, secure login ID and password to access eOPF records and delivery of an notification when a document is added to the eOPF.

Automated center that provides advisory services and mandatory processing transactions for: Federal Employees Health Benefits (FEHB) Federal Employees’ Group Life Insurance (FEGLI) Thrift Savings Plan (TSP) Can provide advisory services and assist with: Military Deposits Civilian Deposits or Redeposits Retirement (FERS & CSRS) Survivorship (Death Claim Processing)
