What is GS1? /Global standards/solution/
The global language of business GS1 is a neutral, not-for-profit standards organisations based in Brussels, Belgium that helps companies do business across the world, enabling a secure, efficient global supply chain 112 MOs around the world /15 of 32 LLDCs are MOs/ Developing & implementing standards for over 1 million companies worldwide 25 industries served across 160 countries Barcodes scanned more than 5 billion times a day globally

GS1 Mongolia In 2003, Mongolia joined as a 101st MO & GS1 Mongolia works IP agreement with GS1 aisbl We are the sole representative & only authorized organization, has an exclusive right by GS1 aisbl to administer GS1 system allocate global company prefixes with 865 prefix Within this framework, we run following activities: Implementing GS1 system & barcode application Develop logistic & global supply chain mgt Support & develop paperless trade & e-commerce Improving trade & transport facilitation Cooperation with all related public, private or international orgs Conducting surveys & research Improving pubic awareness & capacity building, advising, monitoring etc

Actions taken on ICT sector
Since , Mongolian government pay more attention on ICT, e-government, its development And taken many actions (approving mid-term strategy, action plan, several national programs on e-government, on high-speed broadband, info security, transition to digital technology, developing appropriate standards.….) ……for example: E-signature law in 2011 Government policy on ICT development in 2017 Recently, established E-policy committee at the Parliament Implementing several project on e-government etc As of today, from the government side provides more than 510 services /export, import permissions, licenses or documents related to border trade & transport/ and 80% of them can be digitized, developing new systems internally

The connectivity with LLDCs
fiberoptic cable The connectivity with LLDCs E-government (including Big Data analytic tools) can be as a policy integration tools Cloud, big data, blockchain………. digital transformation, digital technology But there is no more effective actions to connect with other countries. It is just limited to exchange info system between 2 neighbor country’s customs. But all BCPs has high speed internet connection (fiberoptic cable) Due to the lack of territorial access, LLDCs have high transport costs & longer transit times. These conditions undermine the competitiveness of LLDCs in the international market as well as their ability to produce at lower costs. ICT can be one of the tool to connect with LLDCs, with 3rd countries

That’s why we no need to talk only hard infrastructure, we need to use, to develop ICT technology or solutions for example: By developing paperless trade, paperless border crossing trade, we can secure cross border transport systems, reduce time & cost ICT infrastructure can support the advance submission of trade and transport data & information to reduce customs clearance times and improve trade facilitation. NEED to do: ICT requirements & gaps study, then make an integration between related LLDCs

Best practices to use GS1 standards in border crossing trade
GS1 & WCO has long-term cooperation on making harmonization of HS & GS1 standards/GTIN Also implementing pilot projects between MOs: Detection of Counterfeit Trade Single border clearance system Validation of SPS e-Cert at the Border Protection of food safety especially agri-food

For private sector… By making the integration of digital technology into all areas of business resulting in fundamental changes to how businesses operate, how they deliver value to their customers Also in Mongolia, ICT technology, digital technology have been using widely in private sector business especially in retail, banking sector…. Online trade is starting/trying to develop Most of the business company in different field has their own system, high speed internet penetration, potential human resources. But not connected each other, there is no any info or data exchange system As of 2020, around 70% of traditional business will be moved to digital trade
