Old Business Strike “A Road Map is included in the speaker’s allotted time.” Replace with Speakers will be allotted a 10 second Road Map before starting the speech. No arguments may be advanced in this time period.” Passed 1st reading last fall. Passed second reading at Exec board level. Effective for this year. Coaches who have students competing in Lincoln Douglas Debate and Public Forum Debate will be allowed to vote between the February and March NSDA topics for State Debate Each School is allowed 1 vote. Votes are required to be submitted within 1 week for their vote to be counted. Passed 1st reading at Exec Board. 2nd ISATA

Old Business Proposal to move Congress from Speech to Debate
Passed 1st Reading at Exec Board. 2nd ISATA When there are fewer than 12 entries in any debate event, that event will break into semi-finals and not quarter finals. Passed 1st Exec Board. 2nd ISATA Downtime in LD should be 4 minutes.

Old Business When fewer than 16 entries exist in policy debate, the number of preliminary rounds will be reduced from 6 to 5. Amended: Five preliminary rounds will be debated. In the first four sides will be randomly assigned. In the 5th round sides will be determined by a coin flip. New business Congress Rules
WHEREAS: Student Congress is being reclassified as a "Debate" [Congressional Debate] event that will be included in the State Debate Tournament; and WHEREAS Student Congress will be "timed" independently of the other styles of debate [Policy, Lincoln Douglas and Public Forum]; and WHEREAS the rules governing these other styles of debate have been crafted to either "mirror" or closely resemble National Speech and Debate Association [NFL] rules; and WHEREAS such close alignment has been deemed to be significantly beneficial and therefore desirable for both coach and student alike; now therefore BE IT RESOLVED that the "operational" rules for Student Congress be revised to "mirror" the NFL rules, making only such exceptions as might be required to fit the timing restraints of the Idaho State Debate Tournament overall time frame; and BE IT FURTHER RESOLVED that due to experience that Jefffrey Stoppenhagen, Wendy Shelman and Clifton Davis be asked to conduct such revisions and submit them to the ISATA board/membership with 30 days.
