1 Europe 2020, Resource Efficiency, Environmental Indicators + Accounts
EEA/DIMESA Seminar Copenhagen, June 2011 Walter Radermacher, Chief Statistician of the EU

2 Key messages Europe 2020: Eurostat/ESS = empirical arm of political monitoring Resource Efficiency: linked to Sustainable Development and Green Growth A large amount of basic information available Economic Environmental Accounts: interface between primary statistics and indicators Eurostat Conference 2011: on Statistics for Policy Making Quality in Official Statistics: 3 profiles (official, certified, experimental) Valuation: possibilities and constraints in Official Statistics Walter Radermacher

3 Europe 2020 on the Eurostat Website
Headline indicators directly accessible Walter Radermacher

4 Europe 2020 on the Eurostat Website

5 The consumption of resources in the Eurostat monitoring report of the EU Sustainable Development Strategy Walter Radermacher 5

6 Resource efficiency indicators from official statistics
STATISTICS - ACCOUNTS Land Use/Land Cover Energy Statistics Waste Statistics and other waste legislation (Waste Data centre) Chemicals Water Forestry Environmental Accounts EE SUIOT Some INDICATORS LU indicators Protected areas Energy efficiency CO2 early estimates Renewable energy Waste generation (activity/waste category) Waste Treatment (Recycling, incineration…) Municipal Waste generation and treatment Hazardous waste Production harmful / toxic chemicals Exploitation of water resources Wastewater treatment Forest surface Resource productivity DMC/RMC Environmental taxes / protection expenditure indicators Carbon footprint Walter Radermacher

7 Domestic Material Consumption (DMC)
domestic extraction used + imports in mass weight (kg) of traded product – exports in mass weight (kg) of traded product = Domestic Material Consumption (DMC) Focusing on material extractions on the domestic territory Does not count hidden flows of raw materials extracted abroad and used to manufacture abroad products imported in the EU. Walter Radermacher 7

8 DMC and GDP growth rates in EU and countries between 2000 and 2007 and decoupling issues
In Romania DMC increased more than GDP (10% per year for DMC and 6% for GDP) In Latvia DMC increased less than GDP (5% per year for DMC and 9% for GDP) In Luxembourg DMC decreased of 2% per year Walter Radermacher 8

9 Raw Material Consumption (RMC)
Domestic extraction used + Imports in raw material equivalents – Exports in raw material equivalents = Raw Material Consumption (RMC) (Where raw material equivalents = material extraction needed to produce traded good) => taking a global perspective ! ESS already agreed to produce RMC First estimates for the EU already available Walter Radermacher 9

10 Cooperation with OECD Walter Radermacher

11 Economic Environmental Accounts
First Regulation almost adopted (July 2011): Air Emissions, Material Flow Accounts, Environmental Taxes Amendments of EP: Progress rapidly in next modules (Report every three years on extensions) Include Stock Accounts, Unused extraction, Ecosystems Improve timeliness (Early estimates) New wave supported by DIMESA (Energy, EGSS, EPE) To be submitted for legislation Beginning 2013 Walter Radermacher 11

12 Eurostat Conference, March 2011
High political interest Good Statistics are much cheaper than Wrong Policy Decisions Session Green Growth Indicators: Need of good data on: Resource Efficiency, Eco-Innovation, Ecosystem Services, EGSS, Green Procurement Importance of communicating to citizens Confusing variety of approaches (Green Growth, sustainable development, resource efficiency, greening economy…) requires efforts for consistency Need of data for all levels of administration (National, Regional, Local) Walter Radermacher 12

13 Quality in statistics: fundamental aspects
Consistency with theory Which theory??? Quality = Fitness for Purpose Political relevance Measurability Who decides??? Reliability, timeliness, …??? Walter Radermacher

14 Primary information from surveys, registers etc.
Quality in statistics: aggregation aspects Indicator(sets) Accounting systems Primary information from surveys, registers etc. Not labelled as „Official Statistics“ Composite indicators Specific Purpose Multi- Purpose Quality Walter Radermacher
