The Regulation 24 CFR (a)(1)(i) requires an entitlement city to ensure that 60 days prior to the end of its fiscal year, CDBG funds available to the City under grant agreements but undisbursed by the U. S. Treasury should not be more than 1.5 times the entitlement amount of its current program year. Under 24 CFR (a)(3) HUD may reduce the amount of a jurisdiction’s entitlement amount to ensure that the standards enumerated above is met. January , 2018 NCDA Winter Conference

CDBG TIMELINESS – STRAIGHTENING THE SHIP Program Management – Periodic Review of PR-56 report (Monthly to weekly review) Keep in touch with all entities with CDBG funds to accelerate reimbursements Make changes internally to ensure that reimbursements are processed timely. Unallocated Funds Ensure all funds are allocated ASAP Allocate funds to projects that can quickly spend the funds within the time you have Politics Brief Management (City Manager etc) immediately you recognize there is a problem and how you are trying to fix it. CDBG TIMELINESS – Preventing Reduction in entitlement funds Nothing to do to prevent this but it gives you an indication of possible timeliness challenge down the road. Delays in receiving funds from HUD, for non-federal program year cities Investigate the possibility of changing the program year to coincide with the Federal program year (October 1st – September 30th) Delays in allocating/availability of funds Streamline the allocation/contracting process to ensure that funds are available timely January , 2018 NCDA Winter Conference

CDBG TIMELINESS – Preventing Program Management Reports, reports, reports Take action on delayed projects (letters, de-obligation threats etc.) Provide assistance to subrecipients (do whatever it takes) Unforeseen construction delays Recognized earlier through better program management Provide whatever assistance needed to move the project along Unexpected Program Income Program income should be part of the program budget using a 5 year average Allocation should be made as soon as practicable taking into consideration your citizen participation plan.
