WBT Review
6
Data Collection Sources
The National Transportation Safety Board FAA databases Data collected during active investigations conducted by the office
7
Data Collection Three-Phase Process
Phase 1: Accident Initial Phase Phase 2: Accident Post-Field Phase Phase 3: NTSB Determination & Verify Accuracy
8
Discussion How is accident notification handled in your office?
9
Discussion What kinds of information do you collect during the initial phase?
10
Data Collection: Phase 2
Accident Initial Phase Phase 2: Accident Post-Field Phase Phase 3: NTSB Determination & Verify Accuracy
11
Form : Factors Determine the accident category and the mitigation strategy available to address the contributing factors Example
12
Data Collection: Phase 3
Accident Initial Phase Phase 2: Accident Post-Field Phase Phase 3: NTSB Determination & Verify Accuracy
13
Data Collection Process
14
Step 1: Open a PTRS Record
Data collection codes 1901, 3901 (and 5901)
15
Step 2: Establish a Data Exchange Procedure
Meet with your Office Manager Request notification by or text message Establish customer accounts Emergency Operations Network (EON) Daily Report Application (DRA)
16
Step 3: Coordinate with the IIC
Contact the Investigator-in-Charge (IIC) as soon as possible after learning of an accident, incident or occurrence Offer your assistance or support to collect investigation data
17
Step 4: Collect Live Data
Get data from the IIC during the active investigation Provide feedback about data quality At a minimum, get the airman’s name and conduct a search on the FAASafety.gov website Example
18
Step 5: Collect Historical Data
Accident/Incident Data System (AIDS) Air Traffic Quality Assurance (ATQA) Emergency Operations Network (EON) NASA’s Aviation Safety Reporting System (ASRS) National Transportation Safety Board (NTSB) Aviation Safety Information Analysis and Sharing (ASIAS) System Enforcement Information Query/Browse Tool (EISQB) National Performance Tracking Record System (NPTRS)
19
Step 6: Close the PTRS Record
Ends the data collection task Be sure your PTRS entry is accurate and your comments are detailed
20
Data Collection/Storage Tools
Organize data and store it safely Typical tools used include an Excel spreadsheet or Access database Work Instruction provides basic instructions for using an Excel spreadsheet for data collection
21
Data Collection Considerations
Determine how many years of data you want to collect, record and research Consider data quality and analyze data from multiple sources Decide how you want to express the data Collect/analyze historical data and stay engaged in active investigations
22
Data Analysis Data analysis is an ongoing process
FPMs must continuously observe, track, record, and analyze data
23
Tips for Effective and Timely Data Analysis
Use common sense If your office has two FPMs, collaborate Use the pivot table function in Excel to forecast trends Schedule 3 or 4 days in the last month of the quarter for analysis Plan additional time for your annual Office Aviation Activity Report
24
Data Analysis
25
Record Data for Analysis
Record data in an organized manner, to ensure that your analysis is effective. Use a database such as Microsoft Access or create and use a Microsoft Excel spreadsheet Refer to the Work Instruction for guidance
26
Create Graphs and Charts
Extract report data to record, trend, and express with text, charts, graphs or tables Use the Work Instruction Appendix B for chart development guidance Click here
27
Identify Areas that Require Mitigation Strategies
Look for a high number of undesirable events or trends Excessive number of component failures, weather- related events, loss-of-control events, pilot air and surface deviations, repeated deviations from standards, etc. Accurate data analysis will reveal areas that require mitigation strategies
28
Discussion Share your experience: Describe a trend you identified in your area, what you recommended as a mitigation strategy, and what the outcome was. Did your mitigation strategy change anything?
29
Establish Program Emphasis
Local trends may differ from national trends Use data analysis when planning tasks, budgeting, and establishing priorities Determine what resources you have available, what mitigation strategies you have established and who your target audience should be
30
Data Analysis Outcomes
Identify trends in your area Identify the need for new or revised promotional material or activities Helps to ensure the efficient use of resources Facilitate development of effective mitigation strategies Identify recommendations to make to the office management team, Safety Promotion Field Support, or AFS-920
31
Data Reporting: Overview
The Office Aviation Activity Report is the culmination of data collection and analysis Procedures are included in the Work Instruction Develop reports in collaboration with the office management team
32
Reporting Process Open a PTRS record Download standardized templates
Import data and create the report Review the report for completeness and accuracy Develop mitigation strategies and action items Close the PTRS record
33
Mitigation Strategies
An increase in office surveillance activities Educational outreach using seminars and safety events Targeted communication through webinars, web postings, and mailings Presenting office report data at events and meetings Collaborating with state aviation agencies and organizations Initiate a formal Safety Recommendation (when appropriate)
34
Exercise: Outline an Office Aviation Activity Report
35
