2 Introduction Most Valuable Resource is no longer Oil but Data!
Due to Globalisation, there is free movement of goods and services including labour, resources etc An example of Russia points to the critical value of data

3 In the post Soviet Era, Russia was a closed society, very extravagant, the health system for instance was universal with no controls Patients could stay as long as they want even if you recover, Indicators on health now show that the country is not doing well; has a life expectancy of less than Uganda; only 59 years while Uganda it is 63.3 years

4 Why Indicators Therefore we cannot run away from statistics
Statistical Indicators enable us measure progress To give value for the resources spent To show why YOU and not Somebody else should be doing something It is no longer business as usual thus the role of UBOS in the NSS is more critical than before

5 What and Why the NSI? The Bureau in coordinating the NSS brings together key stakeholders namely: NPA, MoFPED,OPM To develop a set of indicators that each MDAs/LGs has to produce in line with: the objectives of the NDP II, regional and international development frameworks (SDGs)

6 What and Why the NSI? The NSI is therefore a Tool for: Better Measurement of Performance by OPM To inform Planning spearheaded by the NPA To inform Resource Allocation by MoFPED To guide UBOS on the data gaps and the surveys to be undertaken Overall to produce indicators that are consistent and comparable across the NSS.

11 Role of UBOS in the NSI Work with the CORE team (MoFPED, NPA, OPM) to validate the NSI Produce data; and Support the MDAs in the production of Indicators for the NSI taking care of Gender and Equity Spearhead the production of Meta Data for all the Indicators Undertake data quality assurance Identify data gaps and plan for surveys/data collection processes Update the Long Term Census and Survey program and institute a survey clearance process Coordinate the statistical production by MDAs and LGs for the NSI
