Problem and Drivers Full potential of IWT not used in terms of sustainability and of economic performance Drivers: IWT infrastructure problems Market and regulatory failures preventing internalising external costs Insufficient integration of IWT into the door-to-door logistic chain The fragmentation of the sector and fragmentation of governance

II. Objective to bring the performance of inland navigation on par with the performance of the other transport modes, for volumes of freight transported and for sustainability aspects

IV. Impact (1) Business as usual
Not an option: NAIADES I is outdated and more focus is needed on key problems (2) Revise NAIADES I without changing the legislative context Substantial benefits mainly from TEN-T and HORIZON 2020 implementation Key problem areas remain unadressed (3) Revise NAIADES I alongside new legislative measures Benefits from option (2) Address barriers related to jobs & skills and market failures at the source of the diminishing environmental profile of the sector
