Learning Disability (LD): achievement and IQ discrepancy model (the “wait to fail model”) cannot be mandated by the SEA
Schools may use Response to Intervention (RTI) model for LD eligibility determination

Accommodations determined and documented in IEP
Measurable annual goals include academic and functional goals (PLAAFP)
Students assessed on alternate achievement standards also have short-term objectives in IEP
Secondary Transition Services linked to measurable post-secondary outcomes
Course of study, career/employment training and independent living assessments linked to post-secondary outcomes

That IDEA (since 1998) has required ALL students with an IEP to be assessed using state and district-wide assessment?

That the Elementary and Secondary Education Act (ESEA) states
