DENSITY Lorimer & Montague at 480 residents/ha cannot t deliver livability & sustainability promised in the Vision. This should be reduced. We refute that “liveability and density are not correlated” We refute that Fishermans Bend is the answer to Melbourne’s need for urban consolidation (e.g. don’t overlook middle rim suburbs) Some developers argue for significantly > 80,000 people without explaining how liveability can be achieved. We support the use of FAR and FAU planning controls BUT very concerned they will result in a higher population & greater density than currently predicted or planned for. We note Meike Wagenhoff’s calculations presented to the Panel yesterday and recommend them to the Panel for consideration. Social & Affordable Housing Inconsistent use of terminology needs to be addressed/clarified An “affordable housing public benefit” is too loose and will not deliver essential social housing units owned/transferred to a State regulated Housing Association. #perpetuity Only mandatory controls will deliver social housing #marketfailure We argued for 6% social housing with an overall target of 20% affordable housing. The social housing units generated through this are granted to a Housing Association to own & manage. Social & Affordable Housing We know the Minister is not keen on mandatory controls BUT The Planning and environment Act has changed to explicitly make Affordable Housing a key objective of Planning in the state. Infrastructure Victoria identifies Affordable Housing as a key priority & one of the top 3 for the state Affordable housing supply is dire and going backwards. An international problem - market failure requires govt intervention Victoria is very behind in this space If mandatory controls are not implemented the ability of the employment precinct to thrive will be undermined. Social & Affordable Housing The Fact Sheet (DWELP) proposes that in terms of the FAU, affordable housing is intended to be Social Housing for the lowest income percentile & would apply to 6% of housing. This will add to the high rates of high-rise development and inevitably increase density. As advocates for social housing, we reluctantly highlight that on this basis 'social housing’ will be delivered at a high community cost. Will delivery of social housing via the FAU be at the expense of open space and/or at the expense of community infrastructure benefits? 4. Public Transport Tram river crossing is vital and is strongly supported Timing and financing is critical and the Framework should provide more detail about how proposed routes will be decided. Open Space Very concerned that the existing use of open space in the local area is not fully understood. Access to open space for passive and active recreation fundamental to liveability and community and sense of place. The framework should provide more information about how larger tracts of open space will be purchased. Community Infrastructure Particularly concerned about the estimated number of required schools We note the considered work of Meike Wagenoff who presented to the Panel yesterday on demographic projections and proposed number of schools shown to be inadequate. Environmental Sustainability Green Buildings & Environmentally Sustainable Design (ESD) Planning scheme amendment clauses (CoM) and (CoPP) are weak because they ‘encourage’ rather than ‘enforce’ The use of the Green Star Design & As Built framework and equivalent rating systems should detail mandatory credits & be treated as hurdle requirements Mandatory criteria should include Energy, Water, Stormwater and Indoor Environment Quality (IEQ). Current ‘best practice’ must be improved for Fishermens Bend.
