Review of Implementation of MDMS in Punjab (Primary + Upper Primary) ( to ) Ministry of HRD, Govt. of India
3
Best Practices Additional contribution of Rs.700/- in honorarium to CCH. E-transfer of funds. Two Iron storage bins provided in each school. Mothers also cook and serve Mid Day Meal in schools. Hand Washing Day celebrated on 9th October, 2017 Hand Washing units constructed by Nestle in 75 schools. RO units donated by ‘Sarbat da Bhala Charitable Trust' in 154 schools.
4
Best Practices In-kind contribution of Rs lakh by community in MDMS. All the 47 food samples were found as per norms. LPG in all schools. 98 % enrolment under Aadhar. Eating Plates available in all schools. All the sanctioned kitchen-cum-stores constructed.
5
Issues Delay in the release of funds to Implementing Agencies by 82 days for ad-hoc release. Less coverage (12) of working days. Food samples from 6 districts only out of 22 districts. Less meetings of District Level Steering-cum-Monitring Committee (four in Bhatinda & Fatehgarh Sahib and 5 in SAS Nagar.) Less number of schools (37%) reporting data under AMS. Multi tap facility available in 37% schools only. Kitchen Gardens available in 277 schools only. Schools located 70 kms away are covered by Centralized Kitchen in Amritsar.
6
Innovations etc. It is proposed that the States and UTs may also be given flexibility to utilize, with prior approval of MHRD, 5% of their Annual Work Plan & Budget for new interventions provided they are not included under any of the Central or State Schemes and there is no overlapping of activities. This is subject to CCEA approval. Some of the suggested innovation may be in the field of Water filters, kitchen gardens, provision of LPG connections, use of millets etc. These are only illustrative and not exhaustive. Community participation. Meetings of District committee headed by Dist. Collector.
