Best Practices Online budget release from the Districts in Madhyan Bhojan Nidhi account of every school in the nearest CBS branch. (IVRS) Interactive Voice Response System for Daily Monitoring of Mid Day Meal Scheme at school levels. State Government has sanctioned Rs. 200 Crores for distribution of Seasonal fruits once a week. Rs Crores sanctioned from State Budget for stainless Steel Plates and Glasses & distributed in all the schools. All Children upto 8th Class are provided 150 ml milk in Primary & 200 ml milk in Upper Primary on every Thursday.

Conti… A film named ‘Poshana’ has been developed to train Cook-cum-helpers on Hygiene, Safety, Nutrition and equality. Mandatory policy for Engagement of CCHs- Cook should be the Parent of the child studying in that particular school 71% schools using LPG fuel for safe and hygienic cooking. Testing of food samples is regularly done by the food safety officers at district level. Monitoring of timely Payment to FCI and Lifting Agencies is done through Web enabled system.

Main Issues from Appraisal
Lowest coverage in Shrawasti (42%) at Primary & in Upper Primary in Bulandshahar (30%). Shrawasti Poor performing continuously since last 5 years. 49% children screened under RBSK. Only 7% payment made to FCI against the bills raised upto December 16. Payment of Honorarium to CCHs by Cheque in all 75 Districts. Construction of 488 kitchen-cum-stores & surrender of remaining funds to GOI as per last PAB decision is still awaited. MDM Rules 2015 not yet notified.

Conti…… No meetings of District level committee headed by the Senior most MP of the Lok Sabha in 13 districts. Daily beneficiary data of all schools yet to be reported on AMS. Huge Mismatch of data in MIS and AWP&B Annual entries 75% & Monthly data entries upto March 46 % only Utilization of Transport assistance is 29% only .

Payment of cost of Food grains to FCI up to December, 2016
Pending Bills raised by FCI for and is Rs and the State has paid Rs (79%) Cost of Food Grain (Rs. In Lakh ) 7% only As per FCI’s Statement ,Outstanding position against issue of foodgrains under MDM Scheme upto January 2017 is Rs Lakh (96%). Rs. 130 Crore balance of the 2nd Installment for FY could not be released to the State due to paucity of Funds Ministry of HRD, Govt. of India

Issues raised by the State Government
Committed Liability of the State of Rs Lakh for the year is pending and requested to GOI for release. Honorarium of Cook-cum-helpers needs to be enhanced from Rs to Rs per month. MME - U.P. being the largest State, Percentage of MME needs to be increased accordingly
